Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2023 pay scale for the classification of Civil Engineer Wastewater is established and enacted as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: B. The monthly pay range for the classification of Civil Engineer Wastewater: SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. Gradisar VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director Human Resources Andra Ahrens, Director Wastewater SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2023 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR CIVIL ENGINEER WASTEWATER SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the classification of Civil Engineer Wastewater. The position will be funded by the Wastewater Enterprise Fund. PREVIOUS COUNCIL ACTION: On December 27, 2022, Ordinance No.10365 was approved by the City Council. This Ordinance provided the classification and pay plan for fiscal year 2023. BACKGROUND: The Wastewater Department requests to convert an existing, vacant Associate Engineer II position within the Wastewater Engineering Division to a new classification of Civil Engineer Wastewater. The department has been unsuccessful in filling the Associate Engineer II position despite posting it four times since fall of 2022. The vacancy has provided the opportunity to evaluate work assignments and to identify opportunities to enhance efficiencies within the division. Wastewater is the only City department with an engineering function without a journey level professional engineer position. Therefore, the duties have been assigned to lower-level associate positions or the Engineering Manager. The Engineering Manager performs many duties that a civil engineer level position could perform. By creating this position , the Engineering Manager can focus on higher level tasks and reassign appropriate professional level responsibilities to the new classification. The salary range will be equal to other civil engineer classifications in the City. This position will be a classified position within the City and subject to all Civil Service rules with respect to hiring and will be a Class B Administrative classification not within a bargaining unit. FINANCIAL IMPLICATIONS: The cost to convert the vacancy is the difference between the Associate Engineer II and the Civil Engineer Wastewater position, estimated to be $2,377 per month (includes salary related benefits), or $28,523 annually. Funding for this cost increase will come from the Wastewater Enterprise Fund. Assuming the position will be filled in July, the cost difference for the remainder of the year is approximately $16,639 and can be absorbed by the department’s existing 2023 budget. No additional funding is required for 2023. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None ALTERNATIVES: The suggested change establishes the 2023 salary range for the classification of Civil Engineer Wastewater. If this ordinance is not approved, no salary range will be associated with the classification and the position cannot be filled. RECOMMENDATION: Approval of this Ordinance. ATTACHMENTS: None
