HomeMy WebLinkAbout10460ORDINANCE NO. 10460 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY2023 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR ABANDONED VEHICLE COORDINATOR BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2023 pay scale for the classification of Abandoned Vehicle Coordinator is established and enacted as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The 2023 monthly pay range for the classification of Abandoned Vehicle Coordinator: SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on May 08, 2023. Gradisar VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director Human Resources Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY2023 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR ABANDONED VEHICLE COORDINATOR SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the classification of Abandoned Vehicle Coordinator. The position will be funded by General Fund salary savings for the remainder of 2023. PREVIOUS COUNCIL ACTION: On December 27, 2022, Ordinance No.10365 was approved by City Council. This Ordinance provided the classification and pay plan for fiscal year 2023. BACKGROUND: The Police Department desires to add a full-time position to perform the compliance, coordination and administrative activities associated with the Abandoned Vehicle Unit. The new classification title will be Abandoned Vehicle Coordinator. The unit is responsible for the legal processing of all publicly towed vehicles for the Pueblo community, which is an activity regulated by a number of state agencies. Historically, a sworn Police Corporal has performed this work. The civilianization of this work represents a positive way to free up scarce law enforcement staff to perform other duties and is a consistent staffing model employed in other police departments throughout the state. This position will be a classified position within the City and subject to all Civil Service rules with respect to hiring. Furthermore, the classification will be included in the Pueblo Association of Government Employees bargaining unit. FINANCIAL IMPLICATIONS: There is no required additional funding for 2023 as costs associated with the position as outlined below are estimated as $25,030 for the remainder of the 2023 fiscal year and will be covered by existing salary savings. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: The salary range for the new classification was negotiated via agreement on April 20, 2023, with the Pueblo Association of Government Employees. ALTERNATIVES: The suggested change establishes the 2023 salary range for the classification of Abandoned Vehicle Coordinator. If this ordinance is not approved, and assuming the establishment of the Abandoned Vehicle Coordinator position is approved, no salary range will be associated with the classification and the position cannot be filled. RECOMMENDATION: Approval of this Ordinance. ATTACHMENTS: None
