HomeMy WebLinkAbout10457ORDINANCE NO. 10457 AN ORDINANCE ESTABLISHING PROJECT NUMBER PST2305, AUTHORIZING THE TRANSFER OF FUNDS FROM PROJECT NUMBER PST2004 TO PROJECT NUMBER PST2305 IN THE AMOUNT OF $100,000, DESIGNATING A NEW PURPOSE, THAT BEING RECRUITMENT AND RETENTION, AND THEREBY APPROPRIATING THE USE THEREFORE WHEREAS, the City Council of Pueblo previously passed and the Mayor of Pueblo signed Ordinance No. 9598, thereby adopting the budget for the fiscal year 2020; WHEREAS, contained within the budget and allocated into Project #PST2004, for the fiscal year 2020, was $250,000 derived from the Public Safety Sales Tax, designated for use by the Pueblo Police Department for the purchase of a timekeeping system; WHEREAS, the decision was made not to purchase said timekeeping system, thereby saving those funds; WHEREAS, the Pueblo Police Department has demonstrated an urgent need with respect to the recruitment and retention of both officers and dispatchers; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project #PST2305 is hereby established within the Department of Finance. SECTION 2. $100,000 of funds previously allocated into Project #PST2004 for the purchase of a timekeeping system are hereby ordered to be transferred by the Finance Department into Project #PST2305 for the purposes of both officer and dispatcher recruitment and retention by the Pueblo Police Department. SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance and to implement the policies and procedures described therein. SECTION 4. This Ordinance shall become effective upon final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on May 08, 2023. Gradisar VIA: Marisa Stoller, City Clerk FROM: Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE ESTABLISHING PROJECT NUMBER PST2305, AUTHORIZING THE TRANSFER OF FUNDS FROM PROJECT NUMBER PST2004 TO PROJECT NUMBER PST2305 IN THE AMOUNT OF $100,000, DESIGNATING A NEW PURPOSE, THAT BEING RECRUITMENT AND RETENTION, AND THEREBY APPROPRIATING THE USE THEREFORE SUMMARY: This Ordinance authorizes the transfer of $100,000 of Public Safety Sales Tax funds, currently appropriated in Project #PST2004, to Project #PST2305 which is created by this Ordinance. PREVIOUS COUNCIL ACTION: On November 11, 2019, City Council approved by Ordinance No. 9598 the Annual Budget for the fiscal year 2020. Within that budget, $250,000 of Public Safety Sales Tax funds were allocated for the Police Department’s purchase of a timekeeping system. BACKGROUND: The Pueblo Police Department has had difficulty maintaining staffing levels with respect to both peace officers and dispatchers. Given said difficulty, the Police Department has an urgent need with respect to the recruitment and retention of peace officers and dispatchers. Despite previous authorization by City Council, the Pueblo Police Department ultimately decided not to purchase a timekeeping system and the unused funds remain within Project #PST2004. Transfer of the currently unused funds would allow for the purchase of advertising, travel, job fair entrance fees, and promotional items, as well as employee appreciation items such as certificates and other purchases allowed by law. FINANCIAL IMPLICATIONS: No additional financial implications will be incurred by the City. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: City Council can choose to deny passage of the Ordinance, leaving the currently unused funds within Project #PST2004. RECOMMENDATION: Passage of the Ordinance. ATTACHMENTS: None
