AN ORDINANCE ESTABLISHING PROJECT NUMBER
PST2306, AUTHORIZING THE TRANSFER OF FUNDS FROM
PROJECT NUMBER PST2004 TO PROJECT NUMBER PST2306
IN THE AMOUNT OF $150,000, DESIGNATING A NEW
PURPOSE, THAT BEING TECHNOLOGY UPGRADES, AND
THEREBY APPROPRIATING THE USE THEREFORE
WHEREAS, the City Council of Pueblo previously passed and the Mayor of Pueblo
signed Ordinance No. 9598, thereby adopting the budget for the fiscal year 2020;
WHEREAS, contained within the budget and allocated into Project #PST2004, for the
fiscal year 2020, was $250,000 derived from the Public Safety Sales Tax, designated for use by
the Pueblo Police Department for the purchase of a timekeeping system;
WHEREAS, the decision was made not to purchase said timekeeping system, thereby
saving those funds;
WHEREAS, the Pueblo Police Department has demonstrated an urgent need with
respect to technology upgrades; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project #PST2306 is hereby established within the Department of Finance.
SECTION 2.
$150,000 of funds previously allocated into Project #PST2004 for the purchase of a
timekeeping system are hereby ordered to be transferred by the Finance Department into
Project #PST2306 for the purposes of acquiring additional technology, computer equipment,
network hardware, and software by the Pueblo Police Department.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and to implement the policies and procedures described therein.
SECTION 4.
This Ordinance shall become effective upon final action by the Mayor and City Council.

SUMMARY:
This Ordinance authorizes the transfer of $150,000 of Public Safety Sales Tax funds,
currently appropriated in Project #PST2004, to Project #PST2306 which is created by
this Ordinance.
PREVIOUS COUNCIL ACTION:
On November 11, 2019, City Council approved by Ordinance No. 9598 the Annual
Budget for the fiscal year 2020. Within that budget, $250,000.00 of Public Safety Sales
Tax funds were allocated for the Police Department’s purchase of a timekeeping
system.
BACKGROUND:
Technology is and continues to be an essential part of law enforcement in order to meet
the challenges of everyday policing. As technology advances occur, the Pueblo Police
Department needs the ability to acquire additional technology, computer equipment,
network hardware, and software to make use of these advances. Transfer of the
unused $150,000.00 previously earmarked for the Kronos timekeeping system (within
Project #PST2004) and the reallocation of these funds for additional technology
purchases would address these needs.
FINANCIAL IMPLICATIONS:
No additional financial implications will be incurred by the City.

Not Applicable.

Not Applicable.
ALTERNATIVES:
City Council can choose to deny passage of the Ordinance, leaving the currently
unused funds within Project #PST2004.
RECOMMENDATION:
Passage of the Ordinance.
