AN ORDINANCE APPROVING AND ACCEPTING A 2023
COLORADO DEPARTMENT OF PUBLIC SAFETY, DIVISION OF
CRIMINAL JUSTICE OPIOID GRANT IN THE AMOUNT OF
$164,145 FOR SYNTHETIC OPIATE POISONING
INVESTIGATION AND DISTRIBUTION INTERDICTION,
AUTHORIZING THE MAYOR TO EXECUTE THE GRANT
AWARD LETTER AND RELATED DOCUMENTS,
ESTABLISHING PROJECT NUMBER PS2304, AND
BUDGETING AND APPROPRIATING THE GRANT FUNDS OF
$164,145 TO SAID PROJECT
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept grants for public and municipal purposes and to enter
into agreements relating thereto; and
WHEREAS, the Department of Public Safety, Division of Criminal Justice Grant
program has tendered an award (“Award”) for Project No. 2023-FD-23-15 / Synthetic Opiate
Poisoning Investigation And Distribution Interdiction Grant Program (Pueblo) in the amount of
$164,145.00 upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare, and safety of the citizens of the
City; NOW, THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Award Letter (Intergovernmental Grant Agreement), DCJ Grant #: 2023-FD-
23-15, (“Agreement”) between the State of Colorado, Department of Public Safety, Division of
Criminal Justice, and the City of Pueblo, a Municipal Corporation, for Synthetic Opiate
Poisoning Investigation And Distribution Interdiction Grant Program, a true copy of which is
attached hereto, having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute the Agreement and related documents in the
name and on behalf of the City of Pueblo, where the Mayor may execute the Agreement and
related documents by electronic signature and such electronic signature shall be attributable to
the Mayor and the City of Pueblo.
SECTION 3.
Project No. PS2304 is hereby established.
SECTION 4.
Grant funds in the amount of $164,145.00 shall be accepted pursuant to the Agreement
and budgeted and appropriated to Project No. PS2304.
SECTION 5.
Pursuant to the Agreement, the State of Colorado, Department of Public Safety, Division
of Criminal Justice, (“State”) may unilaterally amend the terms of the Agreement or the amount
of grant funds pursuant to an updated Grant Award Letter or other change letter. In the event
the State increases the grant award via such a letter, the additional funds may be accepted
pursuant to this Ordinance and budgeted and appropriated into Project No. PS2304, where said
funds shall only be expended and used for this project.
SECTION 6.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and to implement the policies and procedures described therein.
SECTION 7.
This Ordinance shall become effective upon final action by the Mayor and City Council.

SUMMARY:
Attached is a 2023 Synthetic Opiate Poisoning Investigation And Distribution
Interdiction Grant, the related Grant Award Letter, and accompanying documents for
the Colorado Department of Public Safety, Division of Criminal Justice Grant #; 2023-
FD-23-15, known as the Synthetic Opiate Poisoning Investigation And Distribution
Interdiction Grant Program.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Colorado Department of Public Safety, Division of Criminal Justice Program
provides funds to units of local government for the purpose of Synthetic Opiate
Poisoning Investigation and distribution. The program is designed to help local
communities address problems specific to their areas.
Pursuant to a related Colorado Department of Public Safety, Division of Criminal
Justice Grant, immediate signature of the MOU was needed so that the Pueblo Police
Department could obtain grant funding. Acceptance of the Synthetic Opiate Poisoning
Investigation And Distribution Interdiction Grant Program grant is now needed to obtain
funding for the opioid grant.
Acceptance of the award and scheduling of and budgeting for the Synthetic Opiate
Poisoning Investigation And Distribution Interdiction Grant will be based upon adoption
of this Ordinance, establishing Project No. PS2304, and budgeting and appropriating
funds in the amount of $164,145.00.00 into project PS2304. This project will fund
Fentanyl test strips, Multi-Drug tester kits, 2 years’ subscription to the Cellebrite
forensic phone program, 2 years of LeoVision Nighthawk training, set up, and
subscription, a Ford F250 truck, truck lights, a heavy-duty bumper, and training for all
unit detectives at CDIA (Colorado Drug Investigators Association).
FINANCIAL IMPLICATIONS:
If approved, grant funds in the amount of $164,145.00 will be budgeted and
appropriated into Project No. PS2304 to fund the purchases. Reimbursement of the
$164,145.00 will be made to the City of Pueblo through the Synthetic Opiate Poisoning
Investigation And Distribution Interdiction Grant. There is no City match required.
