A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT
OF $150,000 FROM PROJECT CI2113 - AMERICAN RESCUE
PLAN ACT FOR THE STREETSCAPE PROJECT NORTHERN -
ORMAN TO ELM AS AUTHORIZED BY SECTION 603(C)(1) OF
THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY
FINAL RULE 31 CFR 35.6
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The transfer of funds in the amount of $150,000 is hereby authorized from Project
CI2113 - American Rescue Plan Act for Streetscape Project Northern - Orman to Elm.
SECTION 2.
The officers of the City are authorized and directed to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures described
herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution authorizes the transfer of funds in the amount of $150,000 for
streetscape improvements on Northern Avenue from Orman Avenue to Elm Street. This
transfer is authorized by Section 603 (C)(1)(C) of the American Rescue Plan Act and
U.S. Treasury Final Rule 31 CFR 35.6.
PREVIOUS COUNCIL ACTION:
Not applicable to this Resolution.
BACKGROUND:
ARPA authorized a revenue replacement calculation that would allow state and local
governments to use a portion of ARPA allocation for governmental services. The City of
Pueblo has calculated its lost revenue as a result of the COVID-19 pandemic to be
$10,000,000.
On March 6, 2023, the Streetscape Committee presented to City Council at their work
session a list of several beautification projects that could be done to improve the City’s
aesthetics. City Council was in favor of starting work on those projects. This project is
one of the projects on the list. It will renovate the existing streetscape, which was built
in the late 80’s along Northern Avenue from Ray Aguilera Park to Elm Street. It will
remove the dead trees, replace the soil, install new perennial flowers, shrubs and
groundcover, and redo the irrigation system.
FINANCIAL IMPLICATIONS:
Funding in the amount of $150,000.00 is available and will be paid out of Project
CI2113 – American Rescue Plan.

Not applicable to this Resolution.

Not applicable to this Resolution.
ALTERNATIVES:
City Council could decide not to authorize the ARPA funds for the streetscape
improvements and the project would not be done.
RECOMMENDATION:
Approval of the Resolution.
