AN ORDINANCE AMENDING THE FISCAL YEAR 2023
STAFFING ORDINANCE BY CONVERTING A VACANT
POSITION WITHIN THE HUMAN RESOURCES DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and
functionality for the Human Resources Department; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The following section captioned “Human Resources” “of Ordinance No. 10363, being the
2023 Staffing Ordinance, is amended as follows:
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to implement and transactions described therein.
SECTION 3.
This Ordinance shall be deemed to amend the Fiscal Year 2023 Budget and staffing with
respect to the allocation of positions within the Human Resources Department and shall
become effective on the date of final action by the Mayor and City Council.

Introduced and initial adoption of Ordinance by City Council on April 24, 2023.
Final adoption of Ordinance by City Council on May 8, 2023.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2023 STAFFING
ORDINANCE BY CONVERTING A VACANT POSITION WITHIN THE
HUMAN RESOURCES DEPARTMENT
SUMMARY:
The Human Resources Director, with Mayor Gradisar’s approval, requests to convert a
currently vacant position in the Human Resources (HR) Department from an Office
Assistant/HR Records Technician to an Administrative Technician to improve
operational efficiencies within the department.
PREVIOUS COUNCIL ACTION:
On December 27, 2022, Ordinance No. 10363 was approved by City Council. This
Ordinance provided authorized staffing for Fiscal Year 2023.
BACKGROUND:
A recent vacancy in the one full-time administrative support position within the HR
department provided the opportunity to conduct a thorough review of the workload and
tasks of existing HR staff. The result of the review is that a change in classification level
of the administrative support position would be operationally beneficial.
HR has a need for an Administrative Technician position to assist with various activities
that would free up analyst level staff to focus on high-impact priorities. The duties which
will be reassigned to the position are at a significantly higher level than those currently
assigned and require a different skill set to complete. Conversion of the vacant position
will allow HR to realize operational efficiencies that are not possible with the current
classification.
The City has added seventy full-time positions in the last four years. The staffing level
in HR has not increased to support the additional workload created by this increase in
base staffing. This ordinance does not seek to add another FTE at this time, but rather
the conversion of an existing vacancy to better meet the objectives of the department.
FINANCIAL IMPLICATIONS:
The cost to convert the vacancy is the difference between the Office Assistant/HR
Records Technician position and Administrative Technician, which is $2,193.63 per
month (includes salary related benefits).
Assuming the position can be filled in June, the cost difference for the remainder of the
year is approximately $15,355.47 and can be absorbed by the HR Department’s
existing 2023 budget through salary savings. No additional funding is required for
2023.

ALTERNATIVES:
The no-action alternative would be to retain the current lower-level administrative
support position, which would eliminate any opportunity to re-balance staff workload
and enhance department efficiencies.
RECOMMENDATION:
Approval of the Ordinance.
