HomeMy WebLinkAbout15227RESOLUTION NO. 15227 A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE AGREEMENT FOR PROFESSIONAL DESIGN CONSULTING SERVICES BY AND BETWEEN THE CITY OF PUEBLO AND BOHANNAN HUSTON, INC., IN THE AMOUNT OF $35,675 FOR PROJECT NO. 19-062, UNION AVENUE AND MAIN STREET STREETSCAPE PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, Project No. 19-062 (CI2120), Union Avenue and Main Street Streetscape Project was awarded to Bohannan Huston, Inc., on March 9, 2020; and, WHEREAS, Amendment No. 1 to a Professional Design Consulting Services Agreement to Bohannan Huston, Inc., was approved on June 28, 2022; and, WHEREAS, Amendment No. 2 to a Professional Design Consulting Services Agreement to Bohannan Huston, Inc., was approved on December 6, 2022; and, WHEREAS, additional design work contemplated by the Amendment is needed; and, WHEREAS, it is in the best interest of the City of Pueblo to proceed with and complete such design in the manner herein provided; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The Amendment No. 3, by and between the City of Pueblo, a Municipal Corporation, and Bohannan Huston, Inc., a Colorado Corporation, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved, and City Council authorizes the additional work contemplated by Amendment No. 3 to be performed in the amount of $35,675.00. SECTION 2. Funds in the amount of $35,675.00 will be paid from Project CI2120, Union Avenue and Main Street Streetscape Project. SECTION 3. The Purchasing Agent is hereby authorized to execute Amendment No. 3 on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 4. The officers of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. (BHI), in the amount of $35,675 for Project No. 19-062 (CI2120), Union Avenue and Main Street Streetscape Project. PREVIOUS COUNCIL ACTION: Ordinance 9564, dated October 15, 2019, approved an Intergovernmental Agreement (IGA) between the City of Pueblo and Pueblo County relating to the use of 2016 Ballot Question 1A Capital Improvement Program funds, established the Main Street Pedestrian, Parking and Streetscape Project, CI1913 and budgeted and appropriated $100,000.00 for the design phase of the Project. Ordinance 9565, dated October 15, 2019, approved an IGA between the City of Pueblo and Pueblo County relating to the use of 2016 Ballot Question 1A Capital Improvement Program funds, established the Union Avenue Pedestrian, Parking and Streetscape Project, CI1912 and budgeted and appropriated $100,000.00 for the design phase of the Project. Resolution 14378, dated March 9, 2020, approved an agreement for Professional Design Consulting Services with Bohannan Huston, Inc. (BHI), for $184,995.00 ($89,230.00 for Union Avenue paid from CI1912 and $95,765.00 for Main Street paid from CI1913. Ordinance 10015, dated September 27, 2021, approved the Master Plan Design for Union Avenue and Main Street. Ordinance 10160, dated April 25, 2022, approved an IGA between the City of Pueblo and Colorado Department of Transportation (CDOT) relating to the Revitalizing Main Streets (RMS) Opportunity 1 grant, established Project CI2120 and budgeted and appropriated funds from CDOT totaling $2,000,000.00. Ordinance 10201, dated June 27, 2022, approved an IGA between the City of Pueblo and Pueblo County for final design, in the amount of $680,890.75, budgeted and appropriated the funds. Resolution 14928, dated June 27, 2022, approved Amendment No. 1 to the agreement for Professional Design Consulting Services in the amount of $680,890.75 between the City of Pueblo and Bohannan Huston, Inc. BACKGROUND: The City requested proposals from pre-qualified consultants (RFQ No. 19-062) to provide planning and design of Master Plan proposals for pedestrian, parking, and streetscape improvements on Union Avenue and Main Street. Bohannan Huston, Inc. (BHI), was selected to complete all design phases, including study and report phase and preliminary design phase (Master Plan), final design phase, construction documentation and bidding phase and construction phase. The Master Plan Design for Union Avenue and Main Street (Master Plan) was funded by the 2016 Pueblo County 1A Fund. The Project consultant, BHI, was contracted by the City to engage with elected officials, City and County Staff, stakeholders, and the public to create a plan that addresses the following goals: pedestrian access, parking options, and streetscape improvements. The final plan incorporates all elements into two well-defined recommendations for the complete street buildout of Union Avenue and Main Street. With the master plan for Union Avenue and Main Street complete, sub-projects have been selected for final design. The purpose of Amendment No. 3 to the Agreement for Professional Design Consulting Services is to increase the scope of work for lighting design to Bohannan Huston, Inc. (BHI). The Downtown Association has been working with the City of Pueblo to increase the lighting and provide festival lighting on Union Avenue. FINANCIAL IMPLICATIONS: Funding for Amendment No. 1 ($680,890.75), Amendment No. 2 ($9,865.00) and Amendment No. 3 ($35,675.00) will be paid from account CI2120, Union Avenue and Main Street Streetscape Project. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this resolution will eliminate the lighting design from the project.
