A RESOLUTION CONFIRMING THE APPOINTMENT OF
DANEYA ESGAR TO THE POSITION OF JUST
TRANSITION PROGRAM DIRECTOR
WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City
Council of his appointment of Daneya Esgar to the position of Just Transition Program
Director; and
WHEREAS, Ms. Esgar meets and surpasses the qualifications for appointment
as the Just Transition Program Director based upon her education, training and
experience;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Daneya Esgar as Just Transition Program
Director shall be and hereby is confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution and the attached agreements which are
necessary or appropriate to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.

ESGAR TO THE POSITION OF JUST TRANSITION PROGRAM
DIRECTOR
SUMMARY:
After announcing vacancy and interviewing candidates, the Mayor has appointed
Daneya Esgar to the position of Just Transition Program Director and requests
confirmation of said appointment by the City Council. Such appointment is based on
Ms. Esgar’s education, training, experience and fitness for the position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Just Transitions Program Director position was established November 28, 2022 to
serve as the dedicated, professional counterpart to the Pueblo Just Transition Steering
Committee. The Steering Committee was formed to address the transformational
economic challenges incident to the closure of Xcel, Comanche 3. The director is
charged with meeting the objectives defined by the Just Transition Steering Committee
to benefit the City and County of Pueblo. Targeted support will be provided for
economic development, capacity building and community development as outlined in
the Colorado Just Transition Action Plan and authorized in C.R.S. 8-83-501 through 8-
83-505.
Ms. Esgar comes to us with a Bachelor of Science in Mass Communication and Speech
Communications from the University of Southern Colorado – Pueblo. She most recently
served as the Majority Leader of the Colorado House of Representatives organizing the
legislative calendar for 120-day session and overseeing legislation of 40 members of
the House of Representatives Democratic Caucus. She has chaired the Joint Budget
Committee (Jan 2019-Dec 2020), the Capital Development Committee (Jan 2017 – Dec
2018) and the Colorado House Democratic Caucus (Jan 2017 – Dec 2018) as well as
serving as Vice-Chair for the Agriculture and Water Committee (Jan 2015 – Dec 2016)
and the Health Insurance Committee (Jan 2015 – Dec 2016).
As a state legislator, she worked in several forms of economic development at the state
level specifically focusing on policy that would impact the parts of Colorado that needed
the most help. She helped to develop the statewide office of Just Transition to do just
that. She has championed and passed legislation designed to help economic
development which has been used in Pueblo to generate new projects. Her work
experience has garnered her the skills of negotiation and government affairs
management, community engagement and organization, cross-functional collaboration
and relationship development, as well as public speaking skills and media relations
which will all be critical given the cooperative nature of the position.
FINANCIAL IMPLICATIONS:
The position is grant funded and will sunset upon the closure of the grant funding,
approximately three years from hire date.
