A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2023
GENERAL FUND BUDGET TO BESSEMER HISTORICAL
SOCIETY DBA STEELWORKS CENTER OF THE WEST IN
THE AMOUNT OF $8,000 TO MATCH FUNDS SHOULD
THEY BE AWARDED FROM A SUBMISSION TO THE
EPA'S ENVIRONMENTAL JUSTICE COLLABORATIVE
PROBLEM-SOLVING (EJCPS) GRANT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount of $8,000 from the Council Contingencies Account in the
2023 General Fund Budget is authorized to be paid to Bessemer Historical Society DBA
Steelworks Center of the West to match funds from a submission to the EPA's
Environmental Justice Collaborative Problem-Solving (EJCPS) Grant.
SECTION 2.
This payment is contingent on the awarding and receipt of grant funds from the
EPA to the Bessemer Historical Society DBA Steelworks Center of the West.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures
described herein.
SECTION 4.
This Resolution shall become effective upon passage and approval.

(EJCPS) GRANT
SUMMARY:
Attached for consideration is a request for support of the Bessemer Historical Society
DBA Steelworks Center of the West in the amount of $8,000 to match funds from a
submission to the EPA's Environmental Justice Collaborative Problem-Solving (EJCPS)
Grant. Funding from City Council will only be authorized if the Steelworks Center of the
West is awarded the grant in full.
PREVIOUS COUNCIL ACTION:
Council has supported the Bessemer Historical Society through event sponsorships in
the past.
BACKGROUND:
This proposal seeks to purchase, distribute and monitor 100 electronic bicycles (e-
bikes) to be distributed to residents within Pueblo, which will provide equitable access
to transportation for grocery shopping, work, school, health, social opportunities, etc.
The primary focus groups are single-parent families, veterans, low-income individuals
and students - those in our community who need methods of transportation the most.
In addition to making transportation more available, the use of these bicycles will: 1.)
lower emissions from gas-powered motorized vehicles in Pueblo, a city of 112,000
residents, thus improving the city’s air quality, 2.) add to the environmental education of
the participants and community of the benefits of e-bikes versus gasoline powered
transportation, 3). encourage more physical activity and improve the overall health and
fitness among residents and 4). Provide equitable access to transportation for grocery
shopping, work, school, health and social opportunities on an e-bike as opposed to a
motorized vehicle. The final benefit of this project is to encourage residents to explore
different places within the City, which in turn, will provide economic revenue for our city
and state sales tax income as residents shop in stores, eat in restaurants and
contribute to other economic activities, much needed in this community as we bounce
back from the pandemic and mandated business closures.
FINANCIAL IMPLICATIONS:
Funds in the amount of $8,000 would be paid from the Council Contingencies Account
in the 2023 General Fund Budget to Bessemer Historical Society DBA Steelworks
Center of the West. This payment is contingent on the awarding and receipt of grant
funds from the EPA.

ALTERNATIVES:
City Council could choose not to authorize funding for this purpose.
RECOMMENDATION:
This Resolution is at the request of Council Member Vicente Martinez Ortega.
