AN ORDINANCE AMENDING ZONING RESTRICTIONS TO
REZONE 2716 THORNBERRY LANE, LOT 4, BLOCK 4, SOUTH
ND
PRAIRIE SUBDIVISION, 2 FILING, FROM B-3, HIGHWAY
AND ARTERIAL BUSINESS DISTRICT TO I-2, LIGHT
INDUSTRIAL DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition half of
all adjacent dedicated roadway and alley rights-of-way, together generally identified in the
attached Rezone Exhibit, is hereby changed from B-3, Highway and Arterial Business Zone
District to I-2, Light Industrial Zone District:
Lot 4 Block 4 South Prairie Subdivision, Filing No. 2
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor
and City Council.

Final adoption of Ordinance by City Council on April 10, 2023 .

SUMMARY:
The applicant is requesting to rezone 2716 Thornberry Lane, Lot 4, Block 4, South
nd
Prairie Subdivision, 2 Filing, from B-3, Highway and Arterial District to I-2, Light
Industrial District.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Mr. Trapp, owner of 2716 Thornberry Lane is requesting to rezone the property to an I-
2, Light Industrial Zone District to allow outdoor storage and construction of an
industrial warehouse building on the site. The proposed I-2 Zone District is designed to
provide areas for the manufacture, warehousing, and limited retailing of products. The
applicant plans to use 2716 Thornberry Lane as a contractor’s yard and possibly
construct a warehouse for Industrial Plumbing and Heating Co., located directly west, at
3102 South Prairie. A contractor’s yard is a use by right in the I-2 Zone District. The
subject property was annexed in 1972 and was zoned B-3, Highway and Arterial
Business District. In 1976 the property was subdivided to facilitate development of
warehousing, light industrial and commercial uses, creating a light industrial and
business park in a B-3 Zone District. 2716 Thornberry was never developed and may
have been previously used for outdoor storage. The properties located north and south
are zoned BP, Business Park, which allows a mixture of retail and industrial uses.
Properties to the east are zoned B-3; however, many house light industrial uses, such
as self-storage and the Industrial Plumbing and Heating Co. to the west. The 2022
Comprehensive Plan identifies this area for light industrial uses for future development.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their March 8, 2023 Regular Meeting, voted
6-0 to recommend approval, Commissioner Martinez absent.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
