A RESOLUTION APPROVING THE ADOPTION OF THE CITY
OF PUEBLO DRAINAGE CRITERIA MANUAL
WHEREAS, Resolution 8156, dated June 9, 1997, adopted the Storm Drainage Design
Criteria and Drainage Policies for the City of Pueblo; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Pursuant to and in furtherance of the provisions of Chapter 12, Title XVI of the Pueblo
Municipal Code, and upon recommendation by the Director of Stormwater, the City Council
hereby adopts the City of Pueblo Drainage Criteria Manual, published April 10, 2023, by the
Department of Public Works, a true copy of which is attached hereto and made a part hereof by
reference (hereinafter referred to as the “Drainage Criteria Manual”).
SECTION 2.
After adoption of this Resolution, a true copy of the Drainage Criteria Manual, as revised,
shall be maintained on file in the office of the City Clerk for public inspection. Copies of the
Drainage Criteria Manual, as revised, shall be made available through the City’s Department of
Public Works and on the City of Pueblo Website.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon final approval.

SUBJECT: A RESOLUTION APPROVING THE ADOPTION OF THE CITY OF
PUEBLO DRAINAGE CRITERIA MANUAL
SUMMARY:
This Resolution approves the adoption of the City of Pueblo Drainage Criteria Manual,
replacing the current Stormwater Drainage Design Criteria and Drainage Policies, dated
June 9, 1997, which are currently in effect.
PREVIOUS COUNCIL ACTION:
Resolution 8156, dated June 9, 1997, adopted the most recent version of the City of
Pueblo Stormwater Drainage Design Criteria and Policies.
BACKGROUND:
The Public Works Department – in coordination with other departments responsible for
managing the City of Pueblo public infrastructure systems – developed Construction
Standards and Specifications and Design Criteria which apply to all of the City of
Pueblo projects. These standards and criteria also apply to construction work
performed by developers and builders responsible for constructing public improvements
in residential, commercial, and industrial developments within the City of Pueblo.
These standards and design criteria ensure the public infrastructure can safely meet
the needs and demands of the public; and that the City of Pueblo remains in
compliance with state and federal law; and that the City of Pueblo responsibly
approaches the management of the Total Life-Cycle Cost of constructing, operating,
and maintaining its infrastructure systems. These standards generally do not specify
what types of improvements must be constructed for a given project, but they do
address the required quality, materials, dimensions, capacities, and other physical and
functional characteristics for public infrastructure systems.
The City of Pueblo's current Stormwater Drainage Criteria and Policies were adopted in
June 1997, and have only received minor updates since that time. In the 25 years
since its adoption, many state and federal regulatory changes have been implemented,
which have been one of the primary drivers behind this proposed update. From a
development and construction cost perspective, cost savings may also be realized
through the alignment of our criteria with that of other Front Range communities.
Specifically, standardizing the design criteria will make it easier for design engineers to
prepare submittals for approval and for builders to construct stormwater systems using
"standard" materials that would be widely available throughout the region. Greater
efficiencies in the design review process will also be realized with standardized
submittal requirements, reducing the time required for the City of Pueblo staff reviews
and approvals. Most importantly, these criteria are in place to reduce flooding hazards
to people and property to the greatest extent practicable. This criteria update
incorporates planning parameters adopted from recent flooding events in Colorado and
utilizes more accurate climatological modeling data to support the design process.

STAKEHOLDER PROCESS:
These proposed criteria changes have been vetted through multiple meetings with the
Committee for Community Development, which includes local developers, builders,
engineers, representatives from PEDCO, the City Council members, and others. This
stakeholder group provided excellent feedback during the review process, which
resulted in further improvements to the final product. In addition, an apples-to-apples
comparison of the drainage requirements generated using the new criteria was
performed and compared to the requirements developed under the existing criteria.
The analysis revealed only minor changes in required detention volumes and other
significant project cost drivers between the two criteria for the test project, a positive
sign that the new criteria will not result in significantly higher construction costs.
The Stormwater Division desires to continue working with the Committee and other
interested stakeholders on an annual basis to discuss specific areas of concern and
any issues that may arise over time with respect to the updated Stormwater Drainage
Criteria Manual.
ALTERNATIVES:
The existing Stormwater drainage criteria manual will remain in effect if the Resolution
is not approved.
RECOMMENDATION:
Approval of the Resolution.
