Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO THE HARP FOUNDATION, A COLORADO NONPROFIT CORPORATION, FOR THE USE OF PORTIONS OF ALAN HAMEL DRIVE AND MAIN STREET PUBLIC RIGHT-OF-WAY TO FACILITATE THEIR ANNUAL ROLLIN’ 4TH OF JULY FIREWORKS CELEBRATION SUMMARY: Attached is a draft of a revocable permit submitted by the HARP Foundation. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The HARP Foundation has submitted a revocable permit application requesting to close Alan Hamel Drive between Santa Fe Avenue and South Union Avenue, and Main Street between "D" Street and City Center Drive in order to facilitate their annual Rollin' 4th of July Fireworks Celebration event. The closures would be in effect from Tuesday, July 4, 2023 at 6:00 A.M. through Wednesday, July 5, 2023 at 6:00 A.M. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: The Revocable Permit Review Committee recommends approval. STAKEHOLDER PROCESS: None. ALTERNATIVES: Failure to approve the Resolution will prevent the applicant from being able to close roadways necessary to support the fireworks event. RECOMMENDATION: Approval of the Resolution. Revocable Permit - HARP Foundation (REV-23-7) RESOLUTION NO. 15193 A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO THE HARP FOUNDATION, A COLORADO NONPROFIT CORPORATION, FOR THE USE OF PORTIONS OF ALAN HAMEL DRIVE AND MAIN STREET PUBLIC RIGHT-OF-WAY TO FACILITATE THEIR ANNUAL ROLLIN’ 4TH OF JULY FIREWORKS CELEBRATION BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The attached Revocable Permit is authorized to be issued to the HARP Foundation, for use of portions of Main Street and Alan Hamel Drive public rights-of-way to facilitate the annual Rollin' 4th of July Fireworks Celebration event. SECTION 2. The use of the public right-of-way granted hereby is subject to all limitations, terms, and conditions set forth in the attached Revocable Permit. SECTION 3. The officers of the City are authorized to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval.
