HomeMy WebLinkAbout15188RESOLUTION NO. 15188 A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT OF TWO HUNDRED FIFTY THOUSAND DOLLARS ($250,000.00) FROM PROJECT CI2113 – AMERICAN RESCUE PLAN ACT FOR A GOVERNMENTAL PROJECT TO CONSTRUCT A RAMP TO THE RENOVATED BARKMAN BRANCH LIBRARY WHICH IS IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT AND TO MAKE IMPROVEMENTS TO AN ADJACENT PARKING LOT AND TO BUILD A PEDESTRIAN BRIDGE ADJACENT TO THE LIBRARY, AS AUTHORIZED BY SECTION 603(C)(1)(C) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35.6 WHEREAS, the American Rescue Plan Act (“ARPA”) authorizes a revenue replacement calculation which allows local governments to use a portion of their total ARPA allocation for government services. Under ARPA, the City’s lost revenue as a result of the COVID-19 pandemic has been calculated to be $10 million; and WHEREAS, under this Resolution, ARPA funds will be used to construct an ADA-compliant ramp to the renovated Barkman Branch Library and to make improvements to an adjacent parking and to build a pedestrian bridge which is adjacent to the library. The pedestrian bridge will give library patrons access to an outdoor space in a City-owned park, to allow social distancing and thereby prevent the spread of new variants of the COVID-19 virus; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The transfer of funds in the amount of $250,000.00 is hereby authorized from Project CI2113 – American Rescue Plan Act to construct an ADA-compliant ramp to the renovated Barkman Branch Library and to build a pedestrian bridge which is adjacent to the library. SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with this Resolution which are necessary or desirable to implement the transactions described herein. SECTION 3. This Resolution shall become effective immediately upon final passage. This payment is authorized by section 603 (c)(1)(C) of the American Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6. PREVIOUS COUNCIL ACTION: City Council has previously approved the expenditure of ARPA Revenue Replacement/ Government Services funds for other government projects. BACKGROUND: ARPA authorizes a revenue replacement calculation which allows local governments to use a portion of their total ARPA allocation for government services. Under ARPA, the City’s lost revenue as a result of the COVID-19 pandemic has been calculated to be $10 million. Under the attached proposed Resolution, ARPA funds will be used to construct an ADA-compliant ramp to the renovated Barkman Branch Library and to make improvements to an adjacent parking lot and to build a pedestrian bridge which is adjacent to the library. The pedestrian bridge will give library patrons access to an outdoor space in a City-owned park, to allow social distancing and thereby prevent the spread of new variants of the COVID-19 virus. FINANCIAL IMPLICATIONS: Funding in the amount of $250,000 is available and will be paid out of Project CI2113 – American Rescue Plan Act. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution.
