GROUNDSMASTER MOWERS FOR THE DEPARTMENT OF PARKS
AND RECREATION, AS AUTHORIZED BY SECTION 603(C)(1)(C) OF
THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL
RULE 31 CFR 35.6
SUMMARY:
This Resolution authorizes an additional payment in the amount of $11,477.66 for the
purchase of two (2) Toro Groundsmaster mowers for the City’s Department of Parks
and Recreation. This payment is authorized by Section 603 (C)(1)(C) of the American
Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6.
PREVIOUS COUNCIL ACTION:
On April 11, 2022, by Resolution No. 14854, City Council authorized the expenditure of
$220,000.00 in ARPA Revenue Replacement / Government Services funds to purchase
two (2) mowers for the Parks and Recreation Department.
On September 26, 2022, by Resolution No. 15009, City Council authorized an
additional payment of $3,110.42 for the purchase of the two (2) mowers.
BACKGROUND:
ARPA authorized a revenue replacement calculation that would allow state and local
governments to use a portion of ARPA allocation for governmental services. The City of
Pueblo has calculated its lost revenue as a result of the COVID-19 pandemic to be
$10,000,000. The City wishes to use a portion of these funds for the purchase of two
(2) Toro Groundsmaster mowers.
Upon delivery of the mowers, the final cost increased an additional $11,477.66, for a
total purchase price of $234,588.08.
FINANCIAL IMPLICATIONS:
Additional funding in the amount of $11,477.66 is available and will be paid out of
Project CI2113 – American Rescue Plan.
