AN ORDINANCE APPROVING THE STEEL CITY INDUSTRIAL
PARK, A SPECIAL AREA PLAN
WHEREAS, a request for a Special Area Plan Steel City Industrial Park, A Special Area
Plan, has been submitted to the Planning and Zoning Commission for approval pursuant to
Section 17-4-29 of the Pueblo Municipal Code; and,
WHEREAS, the Planning and Zoning Commission after a public hearing found and
determined the objectives and requirements of said Section 17-4-29 can and will be met; and,
WHEREAS, the Planning and Zoning Commission has recommended the approval of
the Special Area Plan for Steel City Industrial Park, A Special Area Plan; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Special Area Plan for:
A parcel of land being a portion of the South ½ of Section 13, Township 21 South,
Range 65 West, of the Sixth Principal Meridian, being more particulary described as follows:
Commencing at the Southwest corner of Section 13, Township 21 South, Range 65

West of the 6 P.M., thence the following courses:
North 89 degress 10 minutes 11 seconds East along the South line of th said Section 13, a
distance of 647.50 feet to the Easterly right of way line of interstate 25, (the following 5 courses
are on the Easterly right of way line of Interstate 25) Thence North 37 degrees 28 minutes 11
seconds East a distance of 227.80 feet; Thence North 51 degrees 15 minutes 11 seconds East
a distance of 606.80 feet; Thence South 85 degrees 31 minutes 49 seconds East a distance of
142.10 feet; Thence South 46 degrees 14 minurtes 49 seconds East a distance of 200.00 feet;
Thence North 43 degrees 45 minutes 11 seconds East a distance of 200.00 feet to the TRUE
POINT OF BEGINNING for the following descripbed parcel of land.
1. North 46 degrees 14 minutes 49 seconds West a distance of 200.00 feet;
2. North 01 degrees 14 minutes 49 seconds West a distance of 155.60 feet;
3. North 30 degrees 37 minutes 11 seconds East a distance of 616.10 feet;
4. North 43 degrees 48 minutes 53 seconds East a distance of 1295.63 feet;
5. South 24 degrees 27 minutes 35 seconds West a distance of 2084.51 feet;
6. North 65 degrees 32 minutes 25 seconds West a distance of 74.59 feet;
7. Thence on the arc of a curve to the right, said curve having a central angle of 19
degrees 17 minutes 36 seconds, a radius of 241.23 feet and an arc length of 81.23 feet;
8. North 46 degreees 14 minutes 49 seconds West a distance of 90.00 feet to the POINT
OF BEGINNING, County of Pueblo, State of Colorado
Containing a calculated area of 639,518 square feet or 14.681 acres, more or less.
attached hereto, is hereby approved.
SECTION 2.
The Special Area Plan is approved without conditions.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT: AN ORDINANCE APPROVING THE STEEL CITY INDUSTRIAL PARK, A
SPECIAL AREA PLAN
SUMMARY:
This Ordinance creates a Special Area Plan of approximately 14.68-acres of
commercial/industrial development located east of I-25 and north of the eastern
terminus of West Pueblo Boulevard. The applicant is requesting to subdivide 14.68
acres into five industrial lots and three parcels for a private roadway and utilities. The
proposed Steel City Industrial Park Subdivision, A Special Area Plan proposes to allow
unique development of a private roadway providing ingress/egress to the lots within the
subdivision.
PREVIOUS COUNCIL ACTION:
An application to approve for S-22-08, Steel City Industrial Park Subdivision, A Special
Area Plan has been concurrently submitted in conjunction with this request.
BACKGROUND:
The Steel City Industrial Park, Subdivision, A Special Area Plan, is a proposed 14.68-
acre commercial/industrial development located east of I-25 and north of the eastern
terminus of West Pueblo Boulevard. Lot 1 is intended to be developed with a national
chain convenience store; the remaining four lots are reserved for future industrial
development. A parcel will serve as a private roadway to provide access to Lots 2-5. A
Special Area Plan is required because Lots 2-5 will have frontage and gain access from
a private drive, Greenhorn Place.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their December 14, 2022 Regular Meeting,
voted 4-0 to recommend approval. Commissioners Aznar, Martinez, and Pasternak
absent.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, both the Subdivision and Special Area
Plan will not be recorded which will impede the applicant’s ability to develop the
property.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
