AN ORDINANCE APPROVING AND ACCEPTING A GRANT
AGREEMENT IN THE AMOUNT OF $150,000 FROM THE
COLORADO DEPARTMENT OF LOCAL AFFAIRS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT - CORONA
VIRUS FUNDS FOR THE PUEBLO FOOD PROJECT,
AUTHORIZING THE MAYOR TO SIGN THE GRANT
AGREEMENT, CREATING PROJECT NO. CI2218, AND
BUDGETING AND APPROPRIATING THE $150,000 TO
PROJECT NO. CI2218
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Agreement with the Colorado Department of Local Affairs for Community
Development Block Grant – Corona Virus assistance (“Agreement”) between the City of Pueblo,
a Municipal Corporation, for the Pueblo Food Project, and the Colorado Department of Local
Affairs, Division of Local Government, a copy of which is attached hereto, having been
approved as to form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute said Agreement on behalf of the City of
Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of
the City thereto and attest the same.
SECTION 3.
Project No. CI2218 is hereby created.
SECTION 4.
Funds in the amount of $150,000.00 shall be accepted pursuant to the Agreement and
budgeted and appropriated to Project No. CI2218.
SECTION 5.
Pursuant to the Agreement, the State of Colorado may unilaterally amend the terms of
the Agreement or the amount of grant funds pursuant to an option letter or grant funding change
letter. In the event the State increases the grant award via such a letter, the additional funds
may be accepted pursuant to this Ordinance and budgeted and appropriated into Project
Number CI2218, where said funds shall only be expended and used for this project.
SECTION 6.
The officers and staff of the City are hereby authorized to perform any and all acts
consistent with this Ordinance and the attached Agreement to implement the transactions
described therein.
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is an Ordinance approving and accepting a grant in the amount of
$150,000.00 from the Colorado Department of Local Affairs in Community Development
Block Grant – Corona Virus funds for hunger relief work by the Pueblo Food Project’s
Community Food Pantry Program. This Ordinance creates Project No. CI2218, budgets
and appropriates the grant funds to Project No. CI2218, and authorizes the Mayor to
sign the Grant Agreement.
PREVIOUS COUNCIL ACTION:
City Council previously approved Ordinance No. 9703 on April 27, 2020, approving the
initial Trailhead Grant Award, establishing Project No. CI2009, and budgeting and
appropriating the initial grant funds to Project No. CI2009. City Council approved
Ordinance No. 9733 on July 14, 2020, approving a second Trailhead Grant Award and
budgeting and appropriating the grant funds to Project No. CI2009. City Council also
approved Ordinance No. 9833 on December 14, 2020, approving another Trailhead
Grant Award and budgeting and appropriating the grant funds to Project No. CI2009.
City Council also approved Ordinance No. 9936, on May 24, 2021, approving another
Trailhead Grant Award of $10,450 and budgeting and appropriating funds to Project No.
CI2112. City Council also approved Ordinance No. 10063 on December 13, 2021, for a
Trailhead Grant Award for Food Pantry Assistance and established Project No. CI2122.
Council also approved Ordinance No. 10276 on September 12, 2022, for a $20,000
grant for Food Pantry Assistance from the Trailhead Institute and establishing Project
No. CI2215.
BACKGROUND:
The Pueblo Food Project applied for a grant administered by the Colorado Department
of Local Affairs for Community Development Block Grant – Corona Virus (CDBG-CV)
funds, to support hunger relief efforts in Pueblo via the Pueblo Food Project’s
community pantry. The grant proposal was accepted and funds awarded in the amount
of $150,000. These funds are to be used in accordance with the submitted proposal
and CDBG-CV regulations. All activities are geared towards hunger relief, especially
those supported by our community pantry.
FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. Upon passage of the Ordinance,
the City of Pueblo will receive the entire $150,000.00 for the Pueblo Food Project. The
total grant budget for Project No. CI2218 will become $150,000.00.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
A Public Hearing regarding the grant funds and use thereof was held on July 1, 2022,
prior to the grant application. The Pueblo Food Project has followed the Citizen
Participation Plan and solicited public comment.
ALTERNATIVES:
If the proposed Ordinance is not approved, the Pueblo Food Project will not receive the
grant funds.
RECOMMENDATION:
Approval of the Ordinance.
