FOR THE FINANCIAL EMPOWERMENT CENTER (FEC) IMPLEMENTATION GRANT PROGRAM, AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ACCEPTING THE GRANT AWARD IN THE AMOUNT OF $150,000, CREATING PROJECT NO. CI2315, AND BUDGETING AND APPROPRIATING THE GRANT FUNDS OF $150,000 AND MATCHING FUNDS OF $50,000 INTO PROJECT NO. CI2315 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo to accept grants from non-profit funding organizations for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the Cities for Financial Empowerment Fund, Inc.’s Financial Empowerment Center Implementation Grant Program has tendered a Grant Agreement including Terms and Conditions (the “Award”) in the amount of $150,000.00 to establish a financial empowerment center, a municipally led and community organization providing financial counseling services in Pueblo; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare, and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement between the City of Pueblo, a Municipal Corporation, and the Cities for Financial Empowerment Fund, Inc. (the “Grant Agreement”), a true copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby accepted and approved. SECTION 2. The Mayor is hereby authorized to execute the Grant Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 3. Project No. CI2315 is hereby created. SECTION 4. Grant funds in the amount of $150,000.00 shall be accepted pursuant to the Grant Agreement and budgeted and appropriated to Project No. CI2315. SECTION 5. Matching City funds in the amount of $50,000.00 shall be budgeted and appropriated from ARPA Revenue Replacement funds available through Resolution No. 14854 to Project No. CI2315. Additional matching funds in the amounts of $50,000.00 from the Pueblo County Department of Human Services and $50,000.00 from the Colorado Housing and Finance Authority have already been provided to the United Way of Pueblo County, Colorado Inc. for the purpose of the Financial Empowerment Center Implementation Grant Program. SECTION 6. The officers and staff of the City are hereby authorized to perform any and all acts consistent with this Ordinance and the attached Grant Agreement to implement the transactions described therein. SECTION 7. This Ordinance shall become effective on the date of final action by the Mayor and City Council. FOR THE FINANCIAL EMPOWERMENT CENTER (FEC) IMPLEMENTATION GRANT PROGRAM, AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ACCEPTING THE GRANT AWARD IN THE AMOUNT OF $150,000, CREATING PROJECT NO. CI2315, AND BUDGETING AND APPROPRIATING THE GRANT FUNDS OF $150,000 AND MATCHING FUNDS OF $50,000 INTO PROJECT NO. CI2315 SUMMARY: An Ordinance approving a grant agreement with the Cities for Financial Empowerment Fund, Inc. for the financial empowerment center (FEC) implementation grant program, authorizing the Mayor to sign the grant agreement, accepting the grant award in the amount of $150,000, creating Project No. CI2315, and budgeting and appropriating the grant funds of $150,000 and matching funds of $50,000 into Project No. CI2315 PREVIOUS COUNCIL ACTION: City Council has previously approved ordinances accepting a CFE Fund Financial Navigator grant, a CFE Fund City Start grant, and a CFE Fund Bank On Fellowship grant from the Cities for Financial Empowerment Fund, Inc. City Council approved Ordinance No. 9970 on July 26, 2021, approving the Cities for Financial Empowerment Fund, Inc.’s Financial Empowerment Center Planning Grant Program, establishing Project No. CI2110, and budgeting and appropriating the initial grant funds into Project No. CI2110. This is a new grant and a separate project. BACKGROUND: Cities for Financial Empowerment Fund’s Financial Empowerment Center Implementation Grant Program offers local governments $150,000.00 and extensive technical assistance from the CFE Fund and their partners to create a Financial Empowerment Center, which will provide Professional, one-on-one, municipally led, and community organization-driven free financial counseling in Pueblo. FINANCIAL IMPLICATIONS: There are matching funds in the amount of $150,000 required for this grant, which have been secured by the City of Pueblo and the FEC Provider, United Way of Pueblo County.  $50,000 ARPA Revenue Replacement funds, available through Resolution No. 14854;  $50,000 Pueblo County Department of Human Services; and  $50,000 Colorado Housing and Finance Authority (CHFA). This grant will require monitoring and auditing. This grant will provide funding to establish a financial empowerment center to improve Pueblo families’ financial lives. Upon passage of the Ordinance, the City of Pueblo will receive the entire $150,000.00 and work with the United Way of Pueblo County to establish the FEC. The total grant budget will be $300,000.00. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If the proposed Ordinance is not approved, the City of Pueblo will not receive the grant funds. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
