HomeMy WebLinkAbout15152RESOLUTION NO.15152 A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $28,800 TO NORTHSTAR ENGINEERING AND SURVEYING, INC., A PROFESSIONAL ENGINEERING FIRM, FOR PROJECT NO. 23A-002 PREDESIGN SURVEY UPDATE AND REDESIGN OF SIENA DRIVE TO BANDERA BOULEVARD ON STATE HWY 78 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, the proposal of NorthStar Engineering and Surveying, Inc., for Project No. 23a-002 Predesign Survey Update and Redesign of Siena Drive to Bandera Boulevard on State Hwy 78, has been received and examined; and WHEREAS, the proposal of NorthStar Engineering and Surveying, Inc., was determined to be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo. Said proposal was approved as a sole source procurement as being the only vendor that can provide this service; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The City Council authorizes Project No. 23a-002 Predesign Survey Update and Redesign of Siena Drive to Bandera Boulevard on State Hwy 78 to be performed, and the contract for said services is hereby awarded to NorthStar Engineering and Surveying, Inc., in the amount of $28,800.00. SECTION 2. Funds for said Agreement shall be paid from Project No. CI2113 – ARPA Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $28,800 TO NORTHSTAR ENGINEERING AND SURVEYING, INC., A PROFESSIONAL ENGINEERING FIRM, FOR PROJECT NO. 23A-002 PREDESIGN SURVEY UPDATE AND REDESIGN OF SIENA DRIVE TO BANDERA BOULEVARD ON STATE HWY 78 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution awards an Agreement for Professional Engineering Services to NorthStar Engineering and Surveying, Inc., for professional survey, planning, design and related services for the Predesign Survey Update and Redesign of Siena Drive to Bandera Boulevard on State Hwy 78, Project No. 23a-002. NorthStar Engineering and Surveying, Inc., was determined to be the most responsible bidder and will be awarded a contract in the amount of $28,800.00. PREVIOUS COUNCIL ACTION: Ordinance No. 9931, approved on May 17, 2021, the City Council established Project No. CI2113 and budgeted and appropriated up to $36.7 million in funds which were expected to be distributed to the City of Pueblo from the American Recovery Plan Act ("ARPA") for covered costs and eligible expenses to be incurred during the period which began on March 03, 2021, until December 31, 2024 (to be expended by December 31, 2026). BACKGROUND: The City received and approved construction drawings from a developer in 2004 that included the design of a sanitary sewer line described above. Although the subdivision and the design for all the required public improvements was approved at the time, construction never began and the sanitary sewer line extension was never constructed. Recently, the City agreed to construct the extension, but new land developments in the area have been proposed that would generate higher flows than were envisioned at the time the line was originally designed. Ultimately, the new sanitary sewer line in question will need to be upsized from 15 inches to 21 inches in order to accommodate those higher expected flows. The additional work required to complete the redesign includes verification of our new design assumptions, updating pipe size, updating the profile details for the pipe, and updating subsurface utility information and certifications in accordance with current standards. NorthStar Engineering and Survey, Inc. developed the original construction drawings and has been selected as a sole source award to make the required updates to the drawings. If we were to solicit competitive bids for this work, a different engineer would be required to start from scratch, costing the City more in design fees and taking additional time to complete the work. A sole source award to Northstar is proper in this case due to the previous design work they performed on this specific project FINANCIAL IMPLICATIONS: Funding in the amount of $28,800.00 will be paid from CI2113 – ARPA Funds. BOARD/COMMISSION RECOMMENDATION: Not Applicable to this Resolution. STAKEHOLDER PROCESS: Not Applicable to this Resolution. ALTERNATIVES: Denial of this Resolution will result in the City of Pueblo being unable to proceed with the survey and redesign. RECOMMENDATION: Approval of the Resolution.
