HomeMy WebLinkAbout15151RESOLUTION NO. 15151 A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES IN THE AMOUNT OF $44,514 TO HURTIG, GARDNER, FROELICH ARCHITECTS, INC., A PROFESSIONAL ARCHITECTURAL FIRM, FOR PROJECT NO. 22-095 ARCHITECTURAL CONSULTANT FOR THE DESIGN OF CITY PARK TENNIS COURT RESTROOMS PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for Project No. 22-095 Architectural Consultant for Design of City Park Tennis Court Restrooms Project, have been received and examined; and WHEREAS, the proposal of Hurtig, Gardner, Froelich Architects, Inc. (“HGF”), was determined to be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo, based on the evaluation factors set forth in the Request for Proposals; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The City Council authorizes Project No. 22-095 Architectural Consultant for Design of City Park Tennis Court Restrooms to be performed, and the contract for said services is hereby awarded to Hurtig, Gardner, Froelich Architects, Inc. (“HGF”), in the amount of $44,514.00. SECTION 2. Funds for said Agreement shall be paid from Project No. CI1108 – City Park Tennis Clubhouse Renovation Project. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES IN THE AMOUNT OF $44,514 TO HURTIG, GARDNER, FROELICH ARCHITECTS, INC., A PROFESSIONAL ARCHITECTURAL FIRM, FOR PROJECT NO. 22-095 ARCHITECTURAL CONSULTANT FOR THE DESIGN OF CITY PARK TENNIS COURT RESTROOMS PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution awards an Agreement for Professional Architectural Services to Hurtig, Gardner, Froelich Architects, Inc. (“HGF”), for Architectural Design services for the Design of City Park Tennis Court Restrooms Project, No. 22-095. HGF was determined to be the most responsible bidder and will be awarded a contract in the amount of $44,514.00. PREVIOUS COUNCIL ACTION: In 2014, funding in the amount of $200,000.00 was budgeted into Capital Improvement Project CI1108 - City Park Tennis Clubhouse Renovation. The 2023 budget, approved on November 28, 2022, budgeted an additional $550,000 to project CI1108 - City Park Tennis Clubhouse Renovation. BACKGROUND: The City Park Tennis Complex, comprised of 17 hard surface courts, hosts many tournaments each year, including the Colorado High School 4A Boys tournaments, Girls Regional and State Competitions, and several United States Tennis Association (USTA) sanctioned tournaments. The original building (clubhouse) was constructed in stone in the late 1930's and then a wood frame-built addition with stucco exterior was added several years later; it is primarily utilized as office space, meeting room for tournaments, storage, and restrooms. Currently, the restrooms are approx. 1,700 sq. ft., and are not ADA-accessible and they cannot adequately facilitate day-to-day use of tournament staff, players, and spectators. The goal of the project includes renovation of the existing building to be ADA accessible, and usable for office space, meeting room, storage, and restrooms. The project also includes adding HVAC equipment to the existing building to make this building available for use year-round. In addition, the project will seek to level the nearby plaza between the building and tennis courts and design this area to accommodate tennis events, incorporating the old stone tower and archway into the plaza. In December 2022, the City of Pueblo solicited Requests for Proposals for architectural design services for the Design of the City Park Tennis Court Restrooms Project. After reviewing the proposals, HGF was determined to be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo, based on the evaluation factors set forth in the Request for Proposals. FINANCIAL IMPLICATIONS: Funding in the amount of $44,514.00 will be paid from CI1108 – City Park Tennis Clubhouse Renovation Project. BOARD/COMMISSION RECOMMENDATION: Not Applicable to this Resolution. STAKEHOLDER PROCESS: Not Applicable to this Resolution. ALTERNATIVES: Denial of this Resolution will result in the City of Pueblo being unable to proceed with the design of the renovation of the City Park Tennis Courts Restrooms.
