HomeMy WebLinkAbout10374 ORDINANCE NO. 10374 AN ORDINANCE ESTABLISHING PROJECT PL2101 FOR SAFE ROUTES TO SCHOOL FOR HAAFF ELEMENTARY SCHOOL, APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND THE STATE OF COLORADO, ACTING BY AND THROUGH THE COLORADO DEPARTMENT OF TRANSPORTATION, PROJECT: SAR M086-094 (24468), BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $279,180 AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The PL2101, Safe Routes to School for Haaff Elementary School, is hereby established. SECTION 2. The Intergovernmental Agreement (“IGA”) between the City of Pueblo ("City"), a Colorado Municipal Corporation, and the State of Colorado, acting with and through the Colorado Department of Transportation ("CDOT"), Project: SAR M086-094 (24468), Haaff Elementary Safe Routes to School, a copy of which is attached, having been approved as to form by the City Attorney, is hereby approved. SECTION 3. Subject to encumbrances by the Colorado State Department of Transportation, funds from the Haaff Elementary Safe Routes to School (24468) in the amount of $279,180.00 are hereby budgeted and appropriated for the Safe Routes to School, No. PL2101 for Haaff Elementary School. SECTION 4. The Mayor is authorized to execute and deliver the IGA in the name of the City of Pueblo and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 5. The officers of the City are authorized to perform any and all acts consistent with this Ordinance and IGA to implement the policies and procedures described herein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: AN ORDINANCE ESTABLISHING PROJECT PL2101 FOR SAFE ROUTES TO SCHOOL FOR HAAFF ELEMENTARY SCHOOL, APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND THE STATE OF COLORADO, ACTING BY AND THROUGH THE COLORADO DEPARTMENT OF TRANSPORTATION, PROJECT: SAR M086-094 (24468), BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $279,180 AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance creates Project No. PL2101 for Safe Routes to School for Haaff Elementary School, approves an Intergovernmental Agreement (“IGA”) between Pueblo, a Colorado Municipal Corporation (“City”) and the State of Colorado, Colorado Department of Transportation (“CDOT”) relating to Haaff Elementary Safe Routes to School and budgets and appropriates funds totaling $279,180.00 for the Project. PREVIOUS COUNCIL ACTION: None. BACKGROUND: This Ordinance establishes the Safe Routes to School, PL2101 for Haaff Elementary School and approves the grant agreement between the City and CDOT. The City submitted a Safe Routes to Schools grant for improvements at Haaff Elementary School in 2021. This project provides safe and accessible routes to school by; 1) constructing multi-use sidewalks and connections to give students a direct route to the school entrance; 2) installation of high visibility crosswalks to alert motorists of pedestrian activity; 3) installation of ADA curb ramps to improve accommodation for all users. The project also includes consulting services for Phase 2 of the project: reconstruction of the intersection of Jerry Murphy Road and Chinook Lane. FINANCIAL IMPLICATIONS: Match funds are not required as this project is eligible for no match through COVID response. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Currently, there are no alternatives for completing the improvements without the funding from the CDOT Safe Routes to Schools Grant funds. RECOMMENDATION: Approve the Ordinance.
