AN ORDINANCE ESTABLISHING PROJECT PL2203 FOR COLORADO
SMELTER REVITALIZATION PROJECT SUPPORT, AND BUDGETING
AND APPROPRIATING FUNDS IN THE AMOUNT OF $22,000 TO SAID
PROJECT ACCOUNT
WHEREAS, City Council passed Resolution No. 14496 on October 26, 2020, adopting the
Colorado Smelter Revitalization Plan; and
WHEREAS, City Council is scheduled to vote upon final passage of a proposed ordinance that
would approve an Intergovernmental Agreement between the City of Pueblo and the Pueblo
Department of Public Health and Environment, outlining the City of Pueblo's role in completing
specified work associated with projects identified in the Colorado Smelter Revitalization Plan; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project No. PL2203 - Colorado Smelter Revitalization Project Support, is hereby established.
SECTION 2.
Contingent upon the final passage of a pending Ordinance to approve a related
Intergovernmental Agreement between the City of Pueblo and the Pueblo Department of Public Health
and Environment which specifies a scope of work to be performed by the City in support of the
Colorado Smelter Revitalization Project, funds in the amount of $22,000.00 are hereby budgeted and
appropriated into Project No. PL2203 - Colorado Smelter Revitalization Project Support.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this Ordinance
to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City Council.

SUBJECT: AN ORDINANCE ESTABLISHING PROJECT PL2203 FOR COLORADO SMELTER
REVITALIZATION PROJECT SUPPORT, AND BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $22,000 TO SAID PROJECT ACCOUNT.
SUMMARY:
This Ordinance establishes PL2203 - Colorado Smelter Revitalization Project Support and budgets and
appropriates total funds in the amount of $22,000 for various work items supporting the establishment
of the Pueblo Art and History Walk as well as the installation of community gateway and neighborhood
wayfinding signs in the Bessemer, Bojon Town, and Grove neighborhoods.
PREVIOUS COUNCIL ACTION:
On January 9, 2022, City Council is scheduled to hold a public hearing and vote on a proposed
Ordinance to approve an Intergovernmental Agreement with the Pueblo Department of Public Health
and Environment which outlines terms and conditions related to the City of Pueblo support of several
work items in support of certain projects identified in the Colorado Smelter Revitalization Plan.
On October 26, 2020, City Council passed Resolution No. 14496, adopting the Colorado Smelter
Revitalization Plan, which approved a slate of improvement projects in the Bessemer, Bojon Town, and
Grove neighborhoods that could be completed as funding became available.
BACKGROUND:
This Ordinance creates the project account PL2203 - Colorado Smelter Revitalization Project Support
and budgets and appropriates funds in the amount of $22,000.00 for completion of certain work tasks
by the City of Pueblo in accordance with the Intergovernmental Agreement.
FINANCIAL IMPLICATIONS:
Funds in the amount of $22,000.00 shall be budgeted and appropriated for this Project, PL2203.

Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
Not approving the Ordinance would preclude the City of Pueblo from performing work as specified in
the Intergovernmental Agreement with the Pueblo Department of Public Health and Environment.
RECOMMENDATION:
Approval of the Ordinance.
