HomeMy WebLinkAbout15093RESOLUTION NO. 15093 A RESOLUTION NAMING THE ARKANSAS RIVER LEVEE PEDESTRIAN BRIDGES AFTER CHARLES W. LEE AND G. HARVEY NUCKOLLS WHEREAS, following the devastating Great Pueblo Flood of 1921, Charles W. Lee and G. Harvey Nuckolls were appointed to the first Conservancy District Board charged with addressing flood control of the Arkansas River to prevent another disaster; and WHEREAS, that first Conservancy Board’s massive project to build the levee system and relocate the Arkansas River was one of the most important and largest projects ever undertaken in the City of Pueblo and considered one of the greatest engineering feats in U.S. history; and WHEREAS, under the guidance of Mr. Lee and Mr. Nuckolls, the Pueblo Conservancy District successfully completed the complex project a year ahead of schedule and under budget; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The two new pedestrian bridges crossing the Arkansas River at Pillar’s Park and the Grove Neighborhood shall be named and dedicated to the memory of Charles W. Lee and G. Harvey Nuckolls. SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution. SECTION 3. This Resolution shall become effective immediately upon passage and approval. HARVEY NUCKOLLS SUMMARY: Attached is a Resolution for City Council consideration that would name the two Arkansas River Levee Pedestrian Bridges after two of the first Conservancy District Board Members, Charles W. Lee, and G. Harvey Nuckolls. PREVIOUS COUNCIL ACTION: Not applicable to this Resolution. BACKGROUND: Following the devastating Great Pueblo Flood of 1921, Mr. Charles W. Lee, Mr. G. Harvey Nuckolls, and Mr. William L. Raber were appointed to the first Conservancy District Board. Both Lee and Nuckolls owned local businesses and were active in the Pueblo community in a number of organizations. After the flood, both served the community in the recovery efforts and on the city appointed committee charged with addressing flood control of the Arkansas River to prevent another disaster. That first Conservancy Board’s massive project to build the levee system and relocate the Arkansas River was one of the most important and largest projects ever undertaken in the city. Under the guidance of Mr. Lee and Mr. Nuckolls, the Pueblo Conservancy District successfully completed the complex project a year ahead of schedule and under budget. At the time, the project, and its goal of altering the course of the Arkansas River was considered one of the greatest engineering feats in U.S. history. Historians have stated that the project was notable not only for its scope and difficulty but also for the professionalism of the contractors and the dedicated, principal leadership of the Conservancy directors – Charles W. Lee and G. Harvey Nuckolls. FINANCIAL IMPLICATIONS: Not applicable to this Resolution. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: The naming of the Arkansas River Levee bridges is supported by the Pueblo Conservancy District and the Pueblo County Historical Society. ALTERNATIVES: If not approved, the bridges will remain nameless. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: 1.
