HomeMy WebLinkAbout10338 ORDINANCE NO. 10338 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2022 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR COMMUNITY RISK REDUCTION COORDINATOR BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2022 pay scale for the classification of Community Risk Reduction Coordinator is established and enacted as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The 2022 monthly pay range for the classification of Community Risk Reduction Coordinator: SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Barb Huber, Fire Chief Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2022 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR COMMUNITY RISK REDUCTION COORDINATOR SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the classification of Community Risk Reduction Coordinator. Funding for this position will be covered for nine months by Triple Aim Corporation and the last three months of the year will be paid out of the General Fund. PREVIOUS COUNCIL ACTION: On December 28, 2021, Ordinance No.10092 was approved by City Council. This Ordinance provided the classification and pay plan for fiscal year 2022. BACKGROUND: The City of Pueblo and Pueblo Fire Department desires to provide full-time civilian program management and coordination to the Directing Others to Services (DOTS) Program. The Pueblo Fire Department works closely in partnership with other agencies in the community to help lower overutilization of emergency medical services in the community and to connect citizens to appropriate healthcare and social services. In conjunction with other partner agencies. The Directing Others to Services (DOTS) Program was developed, consisting of a trained outreach team that visits individuals who overutilize 911/Emergency Rooms and educates and connects them to resources. This has routinely decreased their “usage” of unnecessary emergency medical services by 50%. The full-time position will serve as a civilian project manager for the DOTS program and will be entitled Community Risk Reduction Coordinator. This position will be a classified position within the City and subject to all Civil Service rules with respect to hiring. FINANCIAL IMPLICATIONS: Project No. PS2214 has been established, with the passage of a previous ordinance accepting funds in the amount of $71,184.48 for the purposes of funding the salary and benefits of the full-time coordinator position for nine months and continued support of the part-time telehealth position in 2023. The funding will be provided by Pueblo Triple Aim Corporation through September of 2023 with the remaining three months of the position covered by the General Fund at a cost of $17,796.21. The intent is to reapply for funding each year for continued financial support. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: The suggested change establishes the 2022 salary range for the classification of Community Risk Reduction Coordinator. If this ordinance is not approved, and assuming the Community Risk Reduction Coordinator position is approved, no salary range will be associated with the classification and the position cannot be filled. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None
