HomeMy WebLinkAbout10343 ORDINANCE NO. 10343 AN ORDINANCE AMENDING SECTION 2-1-1 OF TITLE II OF CHAPTER 1 OF THE PUEBLO MUNICIPAL CODE RELATING TO THE MONTHLY COMPENSATION OF ELECTED MEMBERS OF THE CIVIL SERVICE COMMISSION BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Section 2-1-1 of the Pueblo Municipal Code, is amended to read as follows: Sec. 2-1-1. Compensation of elective boards and commissions. (a) Effective January 1, 1999, each member of the following boards and commissions shall receive the monthly compensation set forth after the name of such board or commission: Civil Service Commission $450.00 Board of Waterworks 225.00 (b) The Chairman of each such board and commission shall receive as additional compensation the sum of twenty-five dollars ($25.00) per month for each month of service as Chairman. (c) The compensation of the Board of Waterworks shall be paid from revenues realized from the operation of the water system of the City. SECTION 2. The officers of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the policies and procedures described herein. SECTION 3. Gradisar VIA: Marisa Stoller, City Clerk FROM: Civil Service Commission Manuel Alcala, Civil Service Administrator Robert Jagger, Deputy City Attorney SUBJECT: AN ORDINANCE AMENDING SECTION 2-1-1 OF TITLE II OF CHAPTER 1 OF THE PUEBLO MUNICIPAL CODE RELATING TO THE MONTHLY COMPENSATION OF ELECTED MEMBERS OF THE CIVIL SERVICE COMMISSION SUMMARY: Attached is a proposed Ordinance increasing the monthly compensation of the elected members of the Civil Service Commission from $225 to $450. PREVIOUS COUNCIL ACTION: The monthly compensation of the elected members of the Civil Service Commission was last adjusted pursuant to Ordinance No. 6314, passed on May 11, 1998 and made effective January 1, 1999. BACKGROUND: The proposed Ordinance increases the monthly compensation of the elected members of the Civil Service Commission from $225 to $450 effective January 1, 2023. Such increase will cost $8,100. The reason and basis for such request include the following: (a) The monthly compensation of $225.00 was set in 1999 and has not been charged over the last 23 years. (b) To better serve the City and specifically to reduce the period of time associated with certification of eligible lists, the Civil Service Commission has changed its regular meetings from monthly to bimonthly. (c) Reasonable monthly compensation is a relevant consideration in attracting and retaining qualified candidates for the office of Civil Service Commissioner. FINANCIAL IMPLICATIONS: The increase in the monthly compensation proposed by this ordinance will cost $8,100. BOARD/COMMISSION RECOMMENDATION: The Civil Service Commission is in favor of the proposed Ordinance for the reasons above set forth. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: City Council could elect not to pass the Ordinance and the monthly compensation would remain unchanged. RECOMMENDATION: The Civil Service Commission recommends passage and approval of the proposed Ordinance. ATTACHMENTS: None
