HomeMy WebLinkAbout10342 ORDINANCE NO. 10342 AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING A POSITION FOR TRAINING PURPOSES WITHIN THE DEPARTMENT OF THE CITY CLERK WHEREAS, it is necessary to temporarily add an additional position of Municipal Records and Technical Coordinator to the City Clerk's Department in order to reach ultimate efficiency and functionality for the department; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The following section captioned “City Clerk” “of Ordinance No. 10085, being the 2022 Staffing Ordinance, is amended as follows: The following positions shall be authorized for FY 2022: SECTION 2. Effective May 1, 2023, the position established pursuant to Section 1 above shall be abolished and the 2023 Staffing Ordinance shall be amended as follows: SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 4. This Ordinance shall be deemed to amend the Fiscal Year 2022 Budget and staffing with respect to the number and allocation of positions within the department of the City Clerk and shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Marisa Stoller, City Clerk Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING A POSITION FOR TRAINING PURPOSES WITHIN THE DEPARTMENT OF THE CITY CLERK SUMMARY: The City Clerk, with Mayor Gradisar’s approval, requests to temporarily increase the staffing level of the department by one (1) full time equivalent (FTE) for training purposes. The classification shall be Municipal Records and Technical Coordinator and the additional FTE shall be abolished upon the anticipated retirement of the current incumbent in the position in April 2023. PREVIOUS COUNCIL ACTION: On December 28, 2021, Ordinance No.10085 was approved by City Council. This Ordinance provided the authorized staffing for Fiscal Year 2022. BACKGROUND: The Municipal Records and Technical Coordinator has announced plans to retire at the end of April 2023. There is no mechanism in ordinance to allow for temporary overfilling of a position in order to facilitate critical training and transition activities. Therefore, the City Clerk requests the addition of a Municipal Records and Technical Coordinator FTE on a temporary basis to accomplish necessary training. It is anticipated that the position requested by this ordinance will be posted and subsequently filled in December 2022 with a hire date in January of 2023. This will allow training over the course of several months prior to the current incumbent’s departure. It is further requested that the additional FTE be abolished upon separation of the current Municipal Records and Technical Coordinator via retirement. FINANCIAL IMPLICATIONS: Funding for the wages and benefits for the position will come from the General Fund. The cost for the four months of the additional position is approximately $26,741 and can be absorbed by the City Clerk’s anticipated budget allocation for 2023. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: The alternative would be to retain the current staffing level, which would eliminate any opportunity to train a newly hired Municipal Records and Technical Coordinator.
