HomeMy WebLinkAbout10340 ORDINANCE NO. 10340 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2022 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR DIRECTOR/JUST TRANSITIONS PROGRAM BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2022 pay scale for the classification of Director/Just Transitions Program is established and enacted as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: 1. The 2022 monthly pay range for the appointed classification of Director/Just Transitions Program SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Laura Solano, Chief of Staff Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2022 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR DIRECTOR/JUST TRANSITIONS PROGRAM SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the classification of Director/Just Transitions Program. PREVIOUS COUNCIL ACTION: On December 28, 2021, Ordinance No.10092 was approved by City Council. This Ordinance provided the classification and pay plan for fiscal year 2022. BACKGROUND: In anticipation of the closure of the Xcel Energy Comanche 3 plant, the Colorado State of Just Transitions has created an action plan which includes the Mayor’s establishment of the Pueblo Just Transitions Steering Committee and has authorized and dedicated funding to hire a full-time, senior management level position to support these efforts per C.R.S 8-83-501 through 8-83-505. The position of Director/Just Transitions Program will be an exempt, unclassified director level position with the City of Pueblo. Funding for the position is anticipated to last for approximately three years and will be fully paid by the Colorado State Office of Just Transitions. At the conclusion of the funding, it is anticipated that the position will be abolished. The Director/Just Transitions Program will lead the Pueblo Just Transitions Steering Committee providing strategic planning, complex financial forecasting, tracking, and reporting to include revenue and expenditure projections, crucial community outreach to affected groups to include displaced workers and working on securing new employment with family-sustaining income. Critical duties of the Director will include securing and maximizing private capital from local, state, and federal investors and coordinating with key stakeholders at the State of Colorado, within the Xcel Energy administration and local economic development groups to align strategies towards navigating the substantial economic challenges that the plant closure will bring to the community. Leading collaborative efforts with community and neighborhood groups, boards and committees on a city-wide scale will be an important component of the position, with an emphasis on community engagement, diversity, inclusion, and equity. FINANCIAL IMPLICATIONS: All costs associated with this proposal will be paid out of funding received through the Colorado State Office of Just Transitions fund, with an estimated annual cost of $116,842 associated with the new position: BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Not approving the pay scale for the position of Director/Just Transitions Program would not allow the City to hire for this critical role to support the action plan approved by the State Office of Just Transitions to support the Pueblo community with the anticipated closure of the Xcel Energy Comanche 3 plant.
