HomeMy WebLinkAbout10339 ORDINANCE NO. 10339 AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION ENTITLED DIRECTOR/JUST TRANSITIONS PROGRAM TO THE AUTHORIZED STAFFING OF THE MAYOR'S OFFICE WHEREAS, it is necessary to revise the FY 2022 staffing in the Mayor's Office for the ultimate efficiency and functionality of the Just Transitions Program; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The following section captioned “Mayor’s Office” of Ordinance No. 10085, of the 2022 Staffing Ordinance, is amended as follows: SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2022 Budget and staffing with respect to the number and allocation of positions within the Mayor’s Office and shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Laura Solano, Chief of Staff Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION ENTITLED DIRECTOR/JUST TRANSITIONS PROGRAM TO THE AUTHORIZED STAFFING OF THE MAYOR'S OFFICE SUMMARY: The Mayor requests that one (1) full-time position be added to the Mayor’s Office for the purpose of leading the transitional work associated with the upcoming closure of Xcel Energy Comanche 3. The senior-level director position will be entirely funded through the Colorado State Office of Just Transitions with funding anticipated for three years from the time the position is hired. PREVIOUS COUNCIL ACTION: On December 28, 2021, Ordinance No. 10085 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2022. BACKGROUND: In anticipation of the significant and transformational economic challenges incident to the upcoming closure of Xcel Energy’s Comanche 3 plant, Mayor Gradisar established a Pueblo Just Transitions Steering Committee which was formed to assist with this change in the Pueblo community. The position of Director/Just Transitions Program will be charged to work independently at a high level in the execution of the objectives defined by the steering committee, and the duties outlined in the Colorado Just Transitions Action Plan and authorized in C.R.S. 8-83-501 through 8-83-505. The position will be an unclassified, exempt, appointed director level position. An experienced professional possessing the skills necessary to provide key strategic planning, development, and execution of meaningful, tangible plans in diversifying and/or attracting new businesses to supplant the Comanche 3 physical plant will be required. The position will perform extensive financial forecasting, tracking, and reporting of projects to include revenue and expenditure projections associated with the program. A key objective will be to increase access to and maximize private capital from local, state, and national investors and conduct research and financial analysis for business sectors and specific groups impacted by the Comanche 3 closure. Coordinating infrastructure investments to sustain local transition strategies and ensuring alignment with state and federal programs will be essential functions of the position. The Director/ Just Transitions Program will also work with impacted workers and their families to secure new employment with family-sustaining income and to prepare for job skills development. The position will serve as a primary liaison with the Colorado State Office of Just Transitions, Community and Economic Development Officer, Pueblo Economic Development Corporation (PEDCO), Xcel Energy Administration and other energy companies and entities as appropriate. Leading collaborative efforts with community and neighborhood groups, boards and committees on a city-wide scale will be an important component of the position, with an emphasis on community engagement, diversity, inclusion, and equity. FINANCIAL IMPLICATIONS: All costs associated with this proposal will be paid out of funding received through the Colorado State Office of Just Transitions fund. The funding is anticipated to last approximately three (3) years from the date of hire with a total of $465,432.36 allocated to cover the position as well as any associated operating costs. The proposed salary range for the position is $77,146.68-$93,672 per year plus benefit costs. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: If City Council does not approve the ordinance to establish the position, the City of Pueblo will not be able to adequately support the important work of the Pueblo Just Transitions Steering Committee which will be critical to navigate and proactively address the impacts the Xcel Comanche 3 closure will have on the Pueblo community.
