HomeMy WebLinkAbout10337 ORDINANCE NO. 10337 AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION TO THE AUTHORIZED STAFFING OF THE FIRE DEPARTMENT ENTITLED COMMUNITY RISK REDUCTION COORDINATOR IN SUPPORT OF THE DIRECTING OTHERS TO SERVICES (DOTS) PROGRAM WHEREAS, it is necessary to add an additional full-time position of Community Risk Reduction Coordinator in the Fire Department in order to provide ultimate efficiency and functionality to support activities of the Directing Services to Others (DOTS) Program; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The following section captioned “Fire” of Ordinance No. 10085, being the FY 2022 Staffing Ordinance, is amended as follows: SECTION 2. Project No. PS2214 is hereby established. Funds in the amount of $71,184.48 shall be accepted from Pueblo Triple Aim and budgeted and appropriated into the said Project to be used solely for the purposes agreed to pursuant to the terms of the Agreement. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2022 Budget and staffing with respect to the number and allocation of positions within the Fire Department and shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Barb Huber, Fire Chief Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2022 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION TO THE AUTHORIZED STAFFING OF THE FIRE DEPARTMENT ENTITLED COMMUNITY RISK REDUCTION COORDINATOR IN SUPPORT OF THE DIRECTING OTHERS TO SERVICES (DOTS) PROGRAM SUMMARY: The Fire Department requests that one (1) full-time position be added to provide management and coordination of the Directing Others to Services (DOT) program in partnership with Pueblo Triple Aim Corporation. Initial funding for the position will come from Pueblo Triple Aim Corporation, which will cover the first nine months of the position. The final quarter of the year will be paid out of the General Fund. PREVIOUS COUNCIL ACTION: On December 28, 2021, Ordinance No. 10085 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2022. On March 14, 2022, Ordinance No. 10130 was approved by City Council approving the cooperation agreement with Pueblo Triple Aim Corporation and Health Colorado Inc. accepting, budgeting and appropriating funds to establish part-time positions connected with the DOTS program and training on Telehealth services. BACKGROUND: The Pueblo Fire Department works closely in partnership with other agencies in the community to help citizens navigate healthcare resources. Pueblo Triple Aim Corporation is one such local non-profit community partner with the mission of making Pueblo County the healthiest county in Colorado through community problem solving and cross-sector collaboration. The Directing Others to Services (DOTS) program consists of a trained outreach team that visits individuals who overutilize 911/Emergency Rooms and educates and connects them to resources. This has routinely decreased their “usage” of unnecessary emergency medical services by 50%. In March of 2022, funding through Colorado Health, Inc., was provided to support the hire of a part-time position to train those using DOTS program services around telehealth capabilities. This was memorialized through an ordinance passed by City Council as part of a cooperation agreement. Given the success of the DOTS Program, with the approval of this ordinance, a full-time civilian project management position entitled Community Risk Reduction Coordinator will be created with an anticipated hire date in 2023. This position will provide overall program coordination of the DOTS program on a full-time basis, will be a classified position within the City and subject to all Civil Service rules with respect to hiring. Passage of the staffing ordinance will allow the City to begin recruitment activities to fill the position with an anticipated start date of January 1, 2023. FINANCIAL IMPLICATIONS: Project No. PS2214 has been established by the passage of a previous ordinance which accepted funds in the amount of $71,184.48 for the purposes of funding the salary and benefits of the full-time coordinator position for nine months and continued support of the part-time telehealth position in 2023. The funding will be provided by Pueblo Triple Aim Corporation through September of 2023 with the remaining three months of the position covered by the General Fund at a cost of $17,796.21. The intent is to reapply for funding each year for continued financial support. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: The alternative would be to retain current staffing levels and not provide the necessary full-time staff support for the DOTS Program. RECOMMENDATION: Approval of the Ordinance.
