HomeMy WebLinkAbout15045* RESOLUTION NO. 15045 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $314,040 TO CGRS, INC., AND SETTING FORTH $31,404 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 22-067 INSTALLATION OF DUCKBILL CHECK VALVES ON STORM SEWER OUTFALL PIPES ALONG FOUNTAIN CREEK AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, competitive bids for Project No. 22-067, Installation of duckbill check valves on storm sewer outfall pipe along Fountain Creek, have been received and examined; and, WHEREAS, the proposal of CGRS, Inc., was the lowest of those bids determined to be responsible, and the committee of Awards recommends to the City Council that it authorize Project No. 22-067 to be performed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes Project No. 22-067, Installation of duckbill check valves on storm sewer outfall pipes along Fountain Creek, to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $314,040. SECTION 2. Funds for Project No. 22-067, Installation of duckbill check valves on storm sewer outfall pipes along Fountain Creek shall be from SW2001 and SW1801. SECTION 3. In addition to the amount of the bid set forth, as aforementioned, an additional amount of $31,404 is hereby authorized for the contingencies and additional work. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $314,040 TO CGRS, INC., AND SETTING FORTH $31,404 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 22-067 INSTALLATION OF DUCKBILL CHECK VALVES ON STORM SEWER OUTFALL PIPES ALONG FOUNTAIN CREEK AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution awards a construction contract to CGRS, Inc., for the installation of new duckbill check valves on storm sewer outfall pipes along the Fountain Creek Levee System. PREVIOUS COUNCIL ACTION: None. BACKGROUND: In general, this project consists of removing existing metal flap gate valves and replacing them with new duckbill check valves on storm sewer outfall pipes at various locations along Fountain Creek. Duckbill check valves have been proven to be more reliable and require less maintenance than metal flap gate valves. Installing new duckbill check valves is necessary to get FEMA Accreditation of the Fountain Creek Levee System. FINANCIAL IMPLICATIONS: Funding, including contingencies, in the amount of $345,444 will be paid from accounts SW2001 Levee Check Valve Replace – Ft. Creek and SW1801 Floodplain/Levee Repair – Ftn. Creek available for installation of duckbill check valves on storm sewer outfall pipes along Fountain Creek. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Alternatives No. 1 – No action Under this alternative, the outfalls along Fountain Creek would remain flap gate valves which are prone to debris clogging that prevents the flap gate valve from being able to fully close. If the valve is stuck open during large storm events when the flood elevation of Fountain Creek is high, then the existing storm system could backflow and cause costly flooding damage to adjacent residential properties.
