A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $818,080 TO K. R. SWERDFEGER
CONSTRUCTION, INC., AND SETTING FORTH $163,616 FOR
CONTINGENCIES, FOR PROJECT NO. 22-061 (WW1901) 2022
NORTH ELIZABETH UPSIZING REHABILITATION PROJECT
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, competitive bids for PROJECT NO. 22-061 (WW1901), FY2022 North
Elizabeth Upsizing Rehabilitation Project have been received and examined; and
WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo, Colorado
was the lowest of those bids determined to be responsible, and the Committee of Awards
recommends to the City Council that it authorize PROJECT NO. 22-061 (WW1901) to be
performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council authorizes PROJECT NO. 22-061 (WW1901), FY2022 North Elizabeth
Upsizing Rehabilitation Project, to be performed, and the contract for said project is hereby
awarded to said bidder in the amount of $818,080.00.
SECTION 2.
Funds for PROJECT NO. 22-061 (WW1901) shall be from Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work…………..$163,616.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution and the contract to implement the transactions described
therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This resolution awards a construction contract to K.R. Swerdfeger Construction, Inc. for
Project No.22-061 (WW1901), FY2022 North Elizabeth Upsizing Rehabilitation Project
located south of Highway 50 and west of I-25 North.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
This project, located south of Highway 50 and west of I-25 North, consists of installing
new sanitary sewer mains and manholes, removing, and replacing existing sanitary
sewer mains and manholes, as well as other related items.
The sewer mains in the North Elizabeth Street have recently experienced overflow
issues due to sags in the pipe coupled with the development of various commercial and
industrial businesses to the north and west of the project site. Therefore, the existing 8-
inch sanitary sewer mains need to be upsized to a 12-inch pipe so that overflows will
not occur. However, upsizing existing sanitary sewer mains to 12-inch diameter will
require extensive surface improvements in addition to major traffic disruption in the
North Elizabeth Street, which will significantly increase the cost of the project.
Therefore, instead of upsizing the existing mains in the North Elizabeth Street, the flow
will be redirected to the existing sewer main in the frontage road located south of
Highway 50 and west of I-25 North.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $818,080.00 with contingencies of
$163,616. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 22-061 (WW1901).
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Alternative No. 1 – No Action
The Wastewater Department would take no action. The sewer mains could continue to
have overflow issues and could endanger public health whereby an emergency repair
would be required. The Wastewater Department could also risk violating its discharge
permit if chronic sanitary sewer overflows occur.
RECOMMENDATION:
Approval of the Resolution.
