A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT
OF ONE MILLION DOLLARS ($1,000,000) FROM PROJECT
CI2113 - AMERICAN RESCUE PLAN ACT FOR
NEIGHBORHOOD CLEANUP PROJECTS IN QUALIFIED
CENSUS TRACTS OF THE CITY OF PUEBLO AND TO
PROVIDE EMPLOYMENT TO LOW-INCOME UNEMPLOYED
AND UNDEREMPLOYED INDIVIDUALS WHO WERE
DISPROPORTIONATELY IMPACTED BY THE COVID-19
PANDEMIC, AS AUTHORIZED BY SECTION 603 OF THE
AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL
RULE 31 CFR 35.6
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount $1,000,000 is hereby authorized from Project CI2113 –
American Rescue Plan for neighborhood cleanup projects in Qualified Census Tracts (“QCTs”)
located in the City of Pueblo. The budget for this neighborhood cleanup program shall be as
follows:

SECTION 2.
The Cleanup Program authorized by this Resolution shall be conducted only in
neighborhoods located in QCTs in the City of Pueblo.
SECTION 3.
The following individuals shall receive a preference when hiring any Part Time positions:
a. Persons residing in households which qualify for assistance under the following programs:
Temporary Assistance for Needy Families (42 U.S.C. 601 et seq.)
Supplemental Nutrition Assistance Program (7 U.S.C. 2011 et seq.)
Free and Reduced School Lunch and/or Breakfast programs (42 U.S.C. 1751 et
seq. and 42 U.S.C. 1773)
Medicare Part D Low-Income Subsidies (42 U.S.C. 1395 w – 114)
Supplemental Security Income (42 U.S.C. 1381 et seq.)
Head Start (42 U.S.C. 9831 et seq.)
Early Head Start (42 U.S.C. 9831 et seq.)
Special Supplemental Nutrition Program for Women, Infants and Children (42 U.S.C.
1786)
Section 8 Vouchers (42 U.S.C. 1437 f)
Low-Income Home Energy Assistance Program (42 U.S.C. 8621 et seq.)
Pell Grants (20 U.S.C. 1070 a)
b. Persons residing in low-income neighborhoods located in QCTs in the City of Pueblo;
c. Unhoused persons residing in the City of Pueblo.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution which are necessary or desirable to implement the transactions described
herein.
SECTION 5.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution authorizes payment in the amount of $1,000,000 from Project CI2113
American Rescue Plan Act (“ARPA”) for neighborhood cleanup projects in Qualified
Census Tracts (“QCTs”) of the City and to provide employment to low-income
unemployed and underemployed individuals who were disproportionately impacted by
the COVID-19 pandemic. This payment is authorized by section 603 of the American
Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6.
PREVIOUS COUNCIL ACTION:
By Ordinance No. 9931, approved on May 17, 2021, the City Council established
Project No. CI-2113 and budgeted and appropriated up to $36.7 million in funds which
were expected to be distributed to the City from the American Recovery Plan Act
(“ARPA”) for covered costs and eligible expenses to be incurred during the period
which began on March 3, 2021 until December 31, 2024 (to be expended by December
31, 2026).
BACKGROUND:
The purpose of this ARPA Resolution is two-fold. The first goal is to build strong,
healthy communities by removing trash, garbage and debris from neighborhoods
located in QCTs in the City. The second goal is to mitigate poverty in the City by
providing work opportunities to low-income adults, giving them the chance to earn real
wages and connect with services, while cleaning up the low-income neighborhoods in
the City. This program provides a meaningful solution for people experiencing poverty
and will instill in them a sense of dignity and self-worth and will result in the City having
a cleaner and safer appearance.
FINANCIAL IMPLICATIONS:
Funding for these projects will be paid out of Project CI2113 – American Rescue Plan

ALTERNATIVES:
City Council could decide not to authorize payment for the neighborhood cleanup
projects.
