ORDINANCE NO. 10298
AN ORDINANCE APPROVING AND ACCEPTING A
GRANT IN THE AMOUNT OF $20,000 FROM THE
COLORADO HOUSING AND FINANCE AUTHORITY FOR
THE PUEBLO FOOD PROJECT, AUTHORIZING THE
MAYOR TO SIGN THE AWARD LETTER, CREATING
PROJECT NO. CI2214, AND BUDGETING AND
APPROPRIATING $20,000 TO PROJECT NO. CI2214
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Award Letter for Colorado Housing and Finance Authority assistance
purposes dated August 30, 2022 (“Agreement”) between the City of Pueblo, a Municipal
Corporation, on behalf of the Pueblo Food Project, and the Colorado Housing and
Finance Authority, a copy of which is attached hereto, having been approved as to form
by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute said Agreement on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix
the seal of the City thereto and attest the same.
SECTION 3.
Project No. CI2214 is hereby created.
SECTION 4.
Funds in the amount of $20,000.00 shall be accepted pursuant to the Agreement
and budgeted and appropriated to Project No. CI2214.
SECTION 5.
The officers and staff of the City are hereby authorized to perform any and all
acts consistent with this Ordinance and the attached Agreement to implement the
transactions described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor
and City Council.

Final adoption of Ordinance by City Council on October 11, 2022 .

SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT IN THE

APPROPRIATING $20,000 TO PROJECT NO. CI2214
SUMMARY:
Attached is an Ordinance approving and accepting a grant in the amount of $20,000.00
from the Colorado Housing and Finance Authority to provide funds for hunger relief
work by the Pueblo Food Project through the Food Pantry Assistance Grant Program.
This Ordinance creates Project No. CI2214, budgets and appropriates the grant funds
to Project No. CI2214, and authorizes the Mayor to sign the Award Letter.
PREVIOUS COUNCIL ACTION:
City Council previously approved Ordinance No. 9703 on April 27, 2020, approving the
initial Trailhead Grant Award, establishing Project No. CI2009, and budgeting and
appropriating the initial grant funds to Project No. CI2009. City Council approved
Ordinance No. 9733 on July 14, 2020, approving a second Trailhead Grant Award and
budgeting and appropriating the grant funds to Project No. CI2009. City Council also
approved Ordinance No. 9833 on December 14, 2020 approving another Trailhead
Grant Award and budgeting and appropriating the grant funds to Project No. CI2009.
City Council also approved Ordinance No. 9936, on May 24, 2021, approving another
Trailhead Grant Award, of $10,450 and budgeting and appropriating funds to Project
No. CI2112. City Council also approved Ordnance No. 10063 on December 13, 2021
Trailhead Grant Award for Food Pantry Assistance establishing Project No. CI2122.
BACKGROUND:
The Pueblo Food Project applied for a grant administered by the Colorado Housing and
Finance Authority, to support hunger relief efforts in Pueblo via the Pueblo Food Project
community pantry. The grant proposal was accepted and awarded in the amount of
$20,000. These funds are to be used in accordance with the submitted proposal. All
activities are geared towards hunger relief especially those supported by our
community pantry.
FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. Upon passage of the Ordinance,
the City of Pueblo will receive the entire $20,000.00 on behalf of the Pueblo Food
Project. The total grant budget for Project No. CI2214 will become $20,000.00.

Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
If the proposed Ordinance is not approved, the Pueblo Food Project will not receive the
grant funds.

Approval of the Ordinance.

On behalf of Colorado Housing and Finance Authority, it is my pleasure to inform you that Pueblo Food
Project has been chosen to receive a Direct Effect Award in the amount of$20,000.
CHFA has approved this investment to support the following items as outlined in your Direct Effect
Application: to supply the pantry and redistribute products directly to clients and entrepreneurs.
As part of your Direct Effect Award, CHFA requests that you please submit a report of 300 words or less
to directeffect@chfainfo.com by September 1, 2023 with details describing the progress made toward
the goals,objectives, and success metrics defined in your Direct Effect Application.The success metrics
that your organization outlined were:
1)Amount of product purchased from local vendors. These funds will stay in the community.
2)Number of vendors experience increased revenue from purchases and,possibly, extended
loyalty from food recipients.
3)Number of people/households positively impacted by receiving food.
4)Number of people engaged in food education by attending classes and thereby improving
their own and family's health.
5)Consistency of food distributions measured in frequency and regular scheduling.
Should unexpected challenges or questions regarding the use of funds arise during the course of the
year, please reach out to directeffect@chfainfo.com to discuss. Submission of the report and progress
made towards success metrics,will be used by CHFA to inform future Direct Effect Award opportunities.
