HomeMy WebLinkAbout10299ORDINANCE NO. 10299 AN ORDINANCE APPROVING AND ACCEPTING A GRANT IN THE AMOUNT OF $400,000 FROM THE COLORADO HEALTH FOUNDATION FOR THE PUEBLO FOOD PROJECT, AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING PROJECT NO. CI2216, AND BUDGETING AND APPROPRIATING $400,000 TO PROJECT NO. CI2216 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement for Pueblo Food Project purposes dated (“Agreement”) between the City of Pueblo, a Municipal Corporation, and the Colorado Health Foundation, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 3. Project No. CI2216 is hereby created. SECTION 4. Funds in the amount of $400,000.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. CI2216. SECTION 5. The officers and staff of the City are hereby authorized to perform any and all acts consistent with this Ordinance and the attached Agreement to implement the transactions described therein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Nicholas Gradisar, Mayor SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT IN THE AMOUNT OF $400,000 FROM THE COLORADO HEALTH FOUNDATION FOR THE PUEBLO FOOD PROJECT, AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING PROJECT NO. CI2216, AND BUDGETING AND APPROPRIATING $400,000 TO PROJECT NO. CI2216 SUMMARY: Attached is an Ordinance approving and accepting a grant in the amount of $400,000.00 from the Colorado Health Foundation to provide funds to continue work and for the transition of the Pueblo Food Project from a municipal program to a nonprofit corporation. This Ordinance budgets and appropriates the grant funds to Project No. CI2216 and authorizes the Mayor to sign the Grant Agreement. PREVIOUS COUNCIL ACTION: City Council previously approved Ordinance No. 9631 on December 23rd, 2019 approving the initial grant from Colorado Health Foundation in the amount of $85,000 budgeting and appropriating the funds to Project No. CO2008. City Council previously approved Ordinance No. 9793 on October 13, 2020, approving a second Colorado Health Foundation award of $200,000, establishing Project No. CI2014, and budgeting and appropriating the initial grant funds to Project No. CI2014. City Council approved Ordinance No. 14519 on December 14, 2020, approving a Colorado Health Foundation donation for $10,000 and budgeting and appropriating the grant funds to Project No. CO1902. City Council also approved Ordinance No. 10100 on January 10, 2020 approving another Colorado Health Foundation grant for $13,600 and budgeting and appropriating the grant funds to Project No. CI2014. BACKGROUND: The Pueblo Food Project was created by the first Colorado Health Foundation award in 2019 to implement equitable food solutions for Pueblo County. Pueblo was one of several counties in Colorado awarded to create food councils. After the initial grant of $85,000, Pueblo Food Project applied and was awarded $200,000 to continue work. This $400,000 grant becomes the third round of funding awarded from Colorado Health Foundation to the Pueblo Food Project to continue work and to transition to a nonprofit corporation. FINANCIAL IMPLICATIONS: There are no matching funds required for this grant. Colorado Health Foundation will deliver the first piece of funding in the amount of $216,000 after the passage of this ordinance and $184,000 in 2023 for the second year of the grant term. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If the proposed Ordinance is not approved, the Pueblo Food Project will not receive the grant funds. RECOMMENDATION: Approval of the Ordinance.
