DBA COLORADO BOILER, FOR PROJECT NO. 22- 072 (WWAN04) FY2022 JAMES R. DIIORIO WATER RECLAMATION FACILITY REFURBISHMENT OF BOILER #33, SETTING FORTH $4,351.47 FOR CONTINGENCIES AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, competitive bids for Project No. 22-072 (WWAN04) FY2022 Refurbishment of Boiler #33 Project have been received and examined; and WHEREAS, the proposal of GWP Inc. dba Colorado Boiler, was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes Project No. 22-072 (WWAN04) FY2022 Refurbishment of Boiler #33 Project to be performed, and the contract for said project is hereby awarded to GWP Inc. dba Colorado Boiler, in the amount of $43,514.66. SECTION 2. Funds for Project 22-072 (WWAN04) shall be from the Rehabilitation Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work………$4,351.47 SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. DIIORIO WATER RECLAMATION FACILITY REFURBISHMENT OF BOILER #33, SETTING FORTH $4,351.47 FOR CONTINGENCIES AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: Attached is a Resolution awarding a construction contract to GWP Inc. dba Colorado Boiler for Project No. 22-072 (WWAN04), FY2022. Remove and install the tube sheet and tubes on boiler #33, building heating boiler at James R. DiIorio Water Reclamation Facility. PREVIOUS COUNCIL ACTION: None. BACKGROUND: James R. DiIorio Water Reclamation Facility treats wastewater for the City of Pueblo. Boiler #33 is a methane burning boiler used to heat the building and water throughout the plant. Burning methane causes buildup of dry acid in the tubes and needs to be removed every year, otherwise the tubes and tube sheet will corrode. Boiler #33 tubes and tube sheet are getting thin and need to be replaced, so emergency repairs are not needed to keep the boiler running. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $43,514.66 with contingencies of $4,351.47. Funds are available from the Rehabilitation Funds and appropriated to Project No. 22-072 (WWAN04). BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: Alternative No. 1 - No Action If no upgrades are performed on Boiler #33, the facility would not be able to heat the facility’s buildings this winter and have to rely on an outdated natural gas boiler to provide the facility's heating needs until a fix could be found which would cost the City of Pueblo more money.
