A RESOLUTION ESTABLISHING PROJECT CI2212 – ICE
ARENA COOLING TOWER PROJECT, TRANSFERRING
$37,600.47 FROM CAPITAL PROJECTS CI1811 AND
CI1111 INTO PROJECT CI2212, AND AUTHORIZING THE
TRANSFER OF $42,399.53 FROM LOTTERY PROJECTS
LT1113, LT1402, LT1701, LT1902, AND LT2201 INTO
PROJECT LT2202 – ICE ARENA COOLING TOWER
REPLACEMENT PROJECT
WHEREAS, the City of Pueblo wishes to replace the cooling tower for the Pueblo
Ice Arena; and
WHEREAS, the replacement of the cooling tower at the Pueblo Ice Arena is an
allowable capital improvement for recreation purposes on a public site for which Lottery
Conservation Trust Funds may be expended; and
WHEREAS, the City of Pueblo wishes to expend Lottery Conservation Trust Funds
and other sums retained by the City to replace the cooling tower for the Pueblo Ice Arena;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $19,096.10 are hereby transferred from Project LT1113
into Project LT2202. Funds shall only be expended and used for this Project.
SECTION 2.
Funds in the amount of $7,855.19 are hereby transferred from Project LT1402 into
Project LT2202. Funds shall only be expended and used for this Project.
SECTION 3.
Funds in the amount of $6,865.54 are hereby transferred from Project LT1701 into
Project LT2202. Funds shall only be expended and used for this Project.
SECTION 4.
Funds in the amount of $5,522 are hereby transferred from Project LT1902 into
Project LT2202. Funds shall only be expended and used for this Project.
SECTION 5.
Funds in the amount of $3,060.70 are hereby transferred from Project LT2201 into
Project LT2202. Funds shall only be expended and used for this Project.
SECTION 6.
Project No. CI2212 - ICE ARENA COOLING TOWER REPLACEMENT PROJECT
is hereby established.
SECTION 7.
Funds in the amount of $21,474.00 are hereby transferred from Project CI1811
into Project CI2212. Funds shall only be expended and used for this Project.
SECTION 8.
Funds in the amount of $16,126.47 are hereby transferred from Project CI1111
into Project CI2212. Funds shall only be expended and used for this Project.
SECTION 9.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures
described therein.
SECTION 10.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution establishes Capital Project CI2212 - ICE ARENA COOLING TOWER
REPLACEMENT PROJECT, transfers $37,600.47 from Capital Projects CI1811 and CI1111 into
the said project and authorizes the transfer of funds from several existing Lottery (LT) project
accounts in the amount of $42,399.53 into Capital Project LT2202 – ICE ARENA COOLING
TOWER REPLACEMENT PROJECT.

Not applicable to this Resolution.
BACKGROUND:
Earlier this year, the City advertised for competitive bids to replace the existing cooling tower at
the Pueblo Ice Arena. The cooling tower currently in operation at the Pueblo Ice Arena was
installed in 2007 and is undersized for the needs of the facility. Being undersized has resulted in
the ice plant and associated equipment continually operating in order to keep up with and sustain
the ice, which in turn increases maintenance and utility expenses.
Bid No. 22-033 was advertised May 17, 2022. A single proposal was received by the deadline,
which exceeded the project’s budget. Additional funds are required to complete the project without
major delays.
FINANCIAL IMPLICATIONS:
The total project cost is $180,000. Initial funding for this project has been budgeted and
appropriated in Capital Project No. LT2202 – ICE ARENA COOLING TOWER REPLACEMENT
in the amount of $100,000. Additional funding required to complete the project will be transferred
from several existing Lottery (LT) project accounts in the total amount of $42,399.53 into Project
LT2202. The balance of the funding required will be transferred from existing capital improvement
project accounts in the total amount of $37,600.47 into Project CI2212.

ALTERNATIVES:
The City will not be able to replace the Ice Arena cooling tower if this Resolution is not approved.
