DBA BLACKEAGLE ENERGY SERVICES AND SETTING FORTH $22,701 FOR CONTINGENCIES, FOR PROJECT NO. 22-029 (WWANO4) FY2022 WATER RECLAMATION FACILITY EQUIPMENT UPGRADE PROJECT AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, competitive bids for the Project No. 22-029 (WWAN04) FY2022 Equipment Upgrade Project have been received and examined; and WHEREAS, the proposal of Desco Acquisition LLC. dba Blackeagle Energy Services, was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council authorizes Project 22-029 (WWAN04) FY2022 Equipment Upgrade to be performed, and the contract for said project is hereby awarded to Desco Acquisition LLC. dba Blackeagle Energy Services, in the amount of $227,017. SECTION 2. Funds for Project 22-029 (WWAN04) shall be from the Rehabilitation Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work………$22,701 SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: Attached is a Resolution awarding a construction contract to Desco Acquisition LLC. dba Blackeagle Energy Service for Project No. 22-029 (WWAN04), FY2022. Remove and install Gritt Classifier, Primary Grinder, Primary Sludge Pump, and (2) Primary Scum Pumps at the James R. DiIorio Water Reclamation Facility. PREVIOUS COUNCIL ACTION: None BACKGROUND: The James R. DiIorio Water Reclamation Facility treats wastewater for the City of Pueblo. The Gritt Classifier is no longer supported by the manufacturer and needs to be replaced with a newer model. The Primary Grinder was removed from the Primary Clarifier and not replaced at that time, the grinder chops up the debris before going into the digester, the Primary Grinder needs to be installed to prevent formation of rags in the digester. The Primary Sludge Pump is the back up to the main pumps and is currently undersized and needs to be replaced to be a full-size backup. The Primary Scum Pumps removes the waste and debris from the Primary Clarifier waste boxes and pumps it to the dissolved air floatation (DAF) building, the pumps are not supported by the manufacturer. The Primary Scum Pumps are currently leaking, and no parts are available to repair them. The Primary Scum Pumps need to be replaced to ensure the waste is removed from the waste boxes. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $227,017 with contingencies of $22,701. Funds are available from the Rehabilitation Funds and appropriated to Project No. 22-029 (WWAN04). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 - No Action If no upgrades are performed on the Gritt Classifier, Primary Grinder, Primary Sludge pump, and Primary Scum Pumps the condition of the equipment would continue to deteriorate until an emergency repair is required at a higher cost than a planned project. The James R. DiIorio Water Reclamation Facility would also risk violating its discharge permit if the equipment upgrades are not upgraded, and an outage were to happen.
