AN ORDINANCE ESTABLISHING PROJECT CI2208 FOR UNION
AVENUE BRIDGE REPAIR PROJECT, APPROVING AND
AUTHORIZING THE MAYOR TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF
PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND THE
STATE OF COLORADO, ACTING BY AND THROUGH THE
COLORADO DEPARTMENT OF TRANSPORTATION, PROJECT:
BRO M086-096 (24927) IN THE AMOUNT OF $100,500,
TRANSFERRING THE FUNDS IN THE AMOUNT OF $100,500
FROM BRIDGE REPAIRS PROJECT, HUAN05 TO THE UNION
AVENUE BRIDGE REPAIR PROJECT, CI2208, AND BUDGETING
AND APPROPRIATING FUNDS IN THE AMOUNT OF $201,000
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Union Avenue Bridge Repair Project, CI2208, is hereby established.
SECTION 2.
The Intergovernmental Agreement (“IGA”) between Pueblo, a Colorado municipal
corporation, and State of Colorado, acting by and through the Colorado Department of
Transportation, Project: BRO M086-096 (24927), Union Avenue Bridge, a copy of which is
attached, having been approved as to form by the City Attorney, is hereby approved.
SECTION 3.
Subject to encumbrances by the Colorado State Department of Transportation, funds from
the Union Avenue Bridge (BRO M086-096 (24927)) in the amount of $100,500.00 are hereby
budgeted and appropriated for the Union Avenue Bridge Repair Project, No. CI2208.
SECTION 4.
Funds in the amount of $100,500.00 are hereby transferred from Bridge Repairs Project,
HUAN05 to Union Avenue Bridge Repair Project, CI2208.
SECTION 5.
Funds in the amount of $100,500.00 are hereby budgeted and appropriated for the Union
Avenue Bridge Repair Project, CI2208.
SECTION 4.
The Mayor is authorized to execute and deliver the IGA in the name of the City and the City
Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of the Ordinance and IGA to implement the policies and procedures described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance creates Project No. CI2208 for Union Avenue Bridge Repair Project,
approves an Intergovernmental Agreement (“IGA”) between Pueblo, a Colorado
Municipal Corporation (“City”) and the State of Colorado, Colorado Department of
Transportation (“CDOT”) in the amount of $100,500, transfers funds in the amount of
$100,500 from Bridge Repairs Project, HUAN05 to CI2208, Union Avenue Bridge Repair
Project, and budgets and appropriates funds totaling $201,000 for the Project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Union Avenue Bridge, located between West B Street and Corona Avenue, is a
critical link from Downtown to South Pueblo. It spans across the Arkansas River, levee,
pedestrian trail, Union Pacific Railroad (UPRR) and Burlington Northern & Santa Fe
Railway (BNSF). It is nearly a century old, and near the end of its service lift. It was built
in 1925, and has a combination of cast-in-place concrete tee-beams and steel deck
trusses. Minor alterations have been made, dating back to 1988. Recent inspection
reports have determined that the overall bridge superstructure is rated as “poor,” the deck
and substructure were rated as “fair” and it has a status of “structurally deficient” which
highlights the importance to rehabilitate or replace the structure.
The City of Pueblo was awarded an Off-System Bridge Program in the amount of
$100,500.00 for the following improvements:
Remove and replace broken/missing balusters
Patch cracks/missing concrete in balusters and pedestrian rails
Repair bridge sidewalk expansion joint plates
Replace bridge sidewalk expansion joint plates
Remove and replace or grind portions concrete sidewalk (tripping hazards)
Repair outside face concrete bridge deck spalling
Clean joint and replace strip seal
Apply self-leveling concrete coating
The match requirement for the federally funded grant is 20% of the award for a total of
$25,125. The City is providing the required match plus an overmatch of $75,375 for a
total match of $100,500.
FINANCIAL IMPLICATIONS:
Funds in the amount of $100,500 will be provided by CDOT and funds in the amount of
$100,500 will be transferred from Bridge Repairs Project, HUAN05. The funds from
CDOT and the City, in the amount of $201,000, shall be budgeted and appropriated for
the project, CI2208.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without the funding
from the CDOT Off-System Bridge Grant funds.
RECOMMENDATION:
Approve the Ordinance.
