A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2022
GENERAL FUND BUDGET TO THE HARP FOUNDATION IN
THE AMOUNT OF $9,000 TO SUPPORT THE ROLLIN’ ON
THE RIVERWALK 4TH OF JULY EVENT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Payment in the amount of $9,000 from the Council Contingencies Account in the
2022 General Fund Budget is authorized to be paid to the HARP Foundation to support
th
the Rollin’ on the Riverwalk 4 of July event.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures
described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

THE ROLLIN’ ON THE RIVERWALK 4TH OF JULY EVENT
SUMMARY:
Attached for consideration is a request for sponsorship of the 4th of July event on the
Riverwalk. The event will host a free community fireworks show to provide families and
friends an opportunity to come together and celebrate the holiday in a safe way. Fireworks
will be launched from the Main Street parking garage at 9:30pm and run for about 20-22
minutes.
PREVIOUS COUNCIL ACTION:
Council sponsored the Rollin on the Riverwalk event in 2021 for $9,000.
BACKGROUND:
City Council President Heather Graham is requesting $9,000 to support a modified Rollin'
on the Riverwalk 4th of July event on Monday, July 4, 2022. Alan Hamel Avenue and
Main Street will be closed to provide plenty of open space for people to watch the
fireworks. This family-friendly community event will be free to the public and no alcohol
will be served outside of restaurants. Free live entertainment will be located at the corner
of Alan Hamel Avenue and Main Street with space for dancing. There will be several
mobile food vendors set up on Alan Hamel Avenue to provide additional food service in
the area. This is an extremely busy day for the Riverwalk restaurants and the additional
food vendors will ensure that the large number of spectators will have options for food
without overwhelming the existing infrastructure. Information will be sent to the business
owners so they can plan for weekend specials and to-go meals as appropriate.
FINANCIAL IMPLICATIONS:
Funds in the amount of $9,000 would be paid from the Council Contingencies Account in
the 2022 General Fund Budget to the HARP Foundation.

ALTERNATIVES:
City Council could choose not to authorize funding for this event.
RECOMMENDATION:
This Resolution is at the request of Council Member Heather Graham.

Dear Heather,
The HARP Foundation is hosting its annual 4th of July Fireworks Celebration on the Riverwalk
on Monday,July 4, 2022.
We are planning a free community event that includes a fireworks show, food vendors, and live
entertainment. Live entertainment will begin at 8:00 pm and run until about 9:30 pm. Fireworks
will be launched from the Main Street parking garage at 9:30 pm and run for about 20-22
minutes.
Traditionally,this event has been a festival that served as a fundraiser for the HARP Foundation.
However,due to last years'success and positive impact on the community, we have decided to
keep the event free with the hope of continuing to support the downtown businesses and
community as a whole.
We will be closing Alan Hamel Avenue and Main Street to ensure plenty of open space for
people to watch the fireworks, grab a meal, and enjoy the live entertainment. We will host the live
entertainment at the end of Alan Hamel, near Main Street.
The fireworks and the venue setup cost is $25,000. As the event will be free to the public and
benefit the Pueblo community, we are seeking sponsorship from the City and the County as well
as other local organizations to assist with the associated costs.
We are grateful for the support that the City of Pueblo has provided in the past and respectfully
request your consideration of the enclosed sponsorship opportunities.
