A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $432,022.80 TO K.R.
SWERDFEGER, INC. AND SETTING FORTH $86,405 FOR
CONTINGENCIES, FOR PROJECT NO. 22-001
(WW1705AN01) FY2022 BESSEMER DITCH LINING
PROJECT AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE SAME
WHEREAS, competitive bids for the Project No. 22-001 (WW1705) FY2022
Bessemer Ditch Lining Project have been received and examined; and
WHEREAS, the proposal of K.R. Swerdfeger, INC. of Pueblo, Colorado was the
lowest of those bids determined to be responsive, and the Committee of Awards
recommends to the City Council that it authorize Project No. 22-001 (WW1705) to be
performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council authorizes Project No. 22-001 (WW1705) FY2022 Bessemer Ditch
Lining to be performed, and the contract for said project is hereby awarded to K.R.
Swerdfeger, INC., in the amount of $432,022.80.
SECTION 2.
Funds for Project 22-001 (WW1705) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$86,405.00
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to K.R. Swerdfeger, LLC. for Project
No. 22-001 (WWAN01), FY2022 Bessemer Ditch Lining Project. This project will consist of
cleaning and lining sanitary sewer mains. 182 LF of 15”, 639 LF of 12”, 1063 LF of 10”, and
1268 LF of 8”. The project will reinstate 22 services cut 4 intruding taps and rehabilitate the
manholes associated with the project.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The Wastewater Department currently has eight sanitary sewer mains that are located under
the Bessemer Ditch. The sanitary sewer mains have a portion that are ductile iron and are
severely corroded. The corrosion in the ductile iron is causing a blockage and needs to be
cleaned and lined to prevent any customers backups.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $432,022.80 with contingencies of $86,405
Funds are available from the Sewer User Funds and have been budgeted and appropriated to
Project No. 22-001 (WW1705).

ALTERNATIVES:
Alternative No. 1 - No Action
If no rehabilitation is performed on the collection system, the corrosion in the sanitary mains
would continue to build until an emergency repair is required. The Wastewater Department
would also risk violating its discharge permit if a sanitary sewer overflow were to happen.
RECOMMENDATION:
Approval of the Resolution.
