A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $458,991.92 TO RAPID RESTORATION AND
CONSTRUCTION, INC. AND SETTING FORTH $41,008.08 FOR
CONTINGENCIES, FOR PROJECT NO. 22-006 MINERAL
PALACE PARK PICKLEBALL COURTS AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, competitive bids for the Project No. 22-006 Mineral Palace Park Pickleball
Courts have been received and examined; and
WHEREAS, the proposal of Rapid Restoration and Construction, Inc, was the only bid
determined to be responsive, and the Committee of Awards recommends to the City Council that
it authorize Project No. 22-006 to be performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council authorizes Project No. 22-006 Mineral Palace Park Pickleball Courts to be
performed, and the contract for said project is hereby awarded to Rapid Restoration and
Construction, Inc, in the amount of $458,991.92.
SECTION 2.
Funds in the amount of $200,000.00 for Project 22-006 shall be from Project No. LT1903
Pickleball Court Renovation.
SECTION 3.
Funds in the amount of $285,991.92 for Project 22-006 shall be from Project No. CI2202
Pickleball Court Renovation.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 5.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work shall be paid
from Project No. CI2202 Pickleball Court Renovation.
Contingencies and Additional Work………$41,008.08
SECTION 6.
The officers and staff of the City of Pueblo are authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the transactions
described therein.
SECTION 7.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Rapid Restoration and Construction,
Inc. for Project No. 22-006 Mineral Palace Park Pickleball Courts.
PREVIOUS COUNCIL ACTION:
The 2019 budget that was approved on November 26, 2018, Ordinance No. 9373 created Project
LT1903, in the amount of $50,000.00.
The 2020 budget that was approved on November 25, 2019, Ordinance 9598, budgeted an
additional $150,000.00 to project LT1903.
The 2022 budget that was approved on November 22, 2021, Ordinance 10050, created Project
CI2202, in the amount of $300,000.00
BACKGROUND:
In general, this project consists of the construction of eight (8) regulation size pickleball courts on
a post tensioned concrete slab, with new perimeter and interior fence, court surfacing and striping,
new nets/posts and a set of backless benches. This Resolution will award the base bid in the
amount of $455,932.92 and bid alternate no. 3 in the amount of $3,059.00.
Pickleball is played on a court similar to a tennis court; however, the court is a quarter smaller
than a tennis court and the net is six inches lower than a tennis net. Pickleball is played with
paddles and a hard-plastic ball similar to a wiffle ball. Pickleball players have temporarily retrofit
two tennis courts within City Park to accommodate Pickleball Play.
The Pueblo Pickleball Association, which consists of 258 members, approached the Pueblo Parks
and Recreation Department to construct a designated Pickleball facility to provide free Pickleball
play to Pueblo and surrounding community residents. Having designated Pickleball courts will
allow the City of Pueblo and the Pueblo Pickleball Association to host Pickleball Tournaments,
provide Pickleball programming and lessons and will eliminate scheduling conflicts between City
Tennis programs and pickleball play. The Mineral Palace Pickleball facility will include eight
regulation size, post tension pickleball courts. The courts will be separated with regulation fencing
and will be completely enclosed with a chain link fence. The facility will be supported by the
existing Mineral Palace Park restroom facilities and will be ADA accessible.
FINANCIAL IMPLICATIONS:
Funding (including contingencies) in the amount of $200,000 will be paid from account LT1903
Pickleball Court Renovation and the remaining $300,000 will be paid from account CI2202
Pickleball Court Renovation.

STAKEHOLDER PROCESS:
The Southern Colorado Pickleball Club has been involved in several meetings with the Parks and
Recreation Department Administration and are in full support of this project.
ALTERNATIVES:
None.
RECOMMENDATION:
Approval of the Resolution.
