A RESOLUTION RATIFYING AN EMERGENCY
CONSTRUCTION CONTRACT IN THE AMOUNT OF
$51,689.55 WITH PARKER EXCAVATING, INC.
EMERGENCY SANITARY SEWER POINT REPAIRS IN
BASIN-5 VARIOUS LOCATIONS, FOR PROJECT NO. 20-
059 (WWAN03) AND APPROVING THE PURCHASING
AGENT’S EXECUTION OF SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Mayor in
accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under
the 2021-2023 multi-year point repair contract; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council ratifies and approves the contract for repair of the sanitary sewers in
Basin-5 various locations with Parker Excavating, Inc., Project No. 20-059 (WWAN03)
awarded to said bidder in the amount of $51,689.55.
SECTION 2.
Funds for Project 20-059 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent was authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk properly affixed the seal of the City
thereto and attested the same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the transactions
described therein. Furthermore, all actions previously taken by officers and staff of the
City consistent with the contract including any payments authorized under the contract
and the contract change order in the amount of $31,508.55 are hereby ratified.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution ratifies and approves award of a construction contract to Parker Excavating, Inc.
for emergency sanitary sewer point repairs in Basin-5 various locations.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
During routine inspection of sewer mains, the Wastewater Department collection crew discovered
sewer mains with holes and broken pipe inverts in Basin-5 various locations. The bedding around
the pipes was washed out and the pipe inverts were completely gone increasing the risk of pipe
collapses and blocking the flow in the mains.
The repair work was performed under the Emergency Sanitary Sewer Point Repair multi-year
contract under which three contractors were qualified via competitive bid. An estimate was
prepared, and Parker Excavating Inc. was the lowest bidder and accepted the work.
The cost breakdown for the project is as follows:
Sanitary Sewer Replacement-related
Total: $ 43,880.43 85%
Surface Improvement Related
Total: $ 7,809.12 15 %
Grand Total: $ 51,689.55 100%
FINANCIAL IMPLICATIONS:
Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer
User Fund. Funding was available and had been budgeted, appropriated, and allocated to Project
No. 20-059 (WWAN03).

Not applicable

ALTERNATIVES:
Not to approve the Resolution, but this would require a finding that there was not an emergency
condition.
