HomeMy WebLinkAbout10085ORDINANCE NO. 10085 AN ORDINANCE PROVIDING FOR THE CITY OF PUEBLO DEPARTMENTAL AUTHORIZED PERSONNEL POSITIONS FOR THE FISCAL YEAR 2022 WHEREAS, the Mayor has determined that the following staffing plan for the City Departments best meets the needs of the City; and WHEREAS, the City Financial Plan (Budget) authorizes the positions as included in the staffing plan; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement and transactions described therein. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2022 Budget with respect to the number and allocation of positions within Departments and shall become effective January 1, 2022. Gradisar VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco – Human Resources Director SUBJECT: AN ORDINANCE PROVIDING FOR THE CITY OF PUEBLO DEPARTMENTAL AUTHORIZED PERSONNEL POSITIONS FOR THE FISCAL YEAR 2022 SUMMARY: This Ordinance reflects the authorized departmental staffing for Fiscal Year 2022. PREVIOUS COUNCIL ACTION: On December 28, 2020, Ordinance No. 9852 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2021. BACKGROUND: This Ordinance reflects the authorized departmental staffing total of 804 for 2022. This is a net change of 18 FTEs between 2021 and 2022 staffing levels. The staffing ordinance reflects the following new FTEs added to the 2022 budget that were not previously authorized in staffing. Classification Department 1. Licensing Coordinator City Clerk 2. Budget Analyst Finance 3. Fire Inspector Fire 4. Firefighter (Focused Response Unit) Fire 5. Firefighter (Focused Response Unit) Fire 6. Program Coordinator- Housing Housing & Citizen Services 7. Program Coordinator – Aquatics Parks & Recreation 8. Park Ranger Parks & Recreation 9. Senior Planner (Land Use) Planning & Community Dev. 10. Senior Planner (Transportation) Planning & Community Dev. 11. Senior Office Assistant (Vacant Properties/Code) Police 12. Associate Engineer I - PW Public Works 13. Public Works Asset Coordinator Public Works 14. Public Works Project Coordinator Public Works 15. Utility Worker (Solid Waste) Public Works 16. MS 4 Permit Coordinator Stormwater 17. Wastewater Treatment Plant Maintenance Mechanic Wastewater Two full-time positions were abolished in the 2022 budget and are reflected in this ordinance. Both positions are currently vacant. Program Coordinator - Volunteers (shared FTE) Parks/Police There were also a number of promotions, positions reclassified to better reflect the level of responsibilities and duties being performed, or converted within departments which will be effective January 1, 2022, if this ordinance is passed These represent changes in classification only, not new additional positions or staff. 1. Sr. Assistant City Attorney promoted to Deputy City Attorney 2. Assistant City Attorney II promoted to Assistant City Attorney III 3. Sr Office Assistant reclassified to Administrative Technician (Housing) 4. HR Analyst I reclassified to HR Analyst II 5. HR Analyst I reclassified to Senior HR Analyst 6. Utility Worker III reclassified to Solid Waste Coordinator 7. HR Compliance Specialist (vacant) converted to HR Analyst I (title change only) 8. Surveyor (vacant) converted to Utility Worker/Equipment Operator I (Solid Waste) FINANCIAL IMPLICATIONS: The costs associated with the staffing levels included in this Ordinance have been authorized and approved in the 2022 Budget as approved by ordinance on November 22, 2021. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: There are no alternatives to this Ordinance. If this Staffing Ordinance does not receive approval by City Council, there will not be an accurate staffing count available to City Administration and Department Heads. RECOMMENDATION: Approval of the Ordinance.
