AN ORDINANCE AMENDING THE COLLECTIVE BARGAINING
AGREEMENT BETWEEN THE CITY OF PUEBLO AND THE
PUEBLO ASSOCIATION OF GOVERNMENT EMPLOYEES
RELATING TO CALENDAR YEAR 2022 WAGE INCREASES
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Amendment to the Collective Bargaining Agreement between the City of Pueblo and
the Pueblo Association of Government Employees, a copy of which is attached hereto, having
been approved as to form by the City Attorney, is hereby approved and pursuant to the
requirements of Section 8-14(l) of the Charter of the City of Pueblo, Colorado, is enacted as an
Ordinance.
SECTION 2.
The Mayor is authorized to execute the Amendment to the Collective Bargaining
Agreement in the name of the City and the City Clerk is directed to affix the seal of the City thereto
and attest same.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT: AN ORDINANCE AMENDING THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF PUEBLO AND THE PUEBLO ASSOCIATION OF
GOVERNMENT EMPLOYEES RELATING TO CALENDAR YEAR 2022 WAGE
INCREASES
SUMMARY:
This Ordinance will amend the previously approved collective bargaining agreement between the
City of Pueblo and Pueblo Association of Government Employees (“Agreement”) for the calendar
year 2022 with respect to wage increases.
PREVIOUS COUNCIL ACTION:
Ordinance No.9892 approved March 8, 2021 extended the Agreement and included a wage
increase of .84% for Pueblo Association of Government Employees.
BACKGROUND:
In 2019, the City of Pueblo and Pueblo Association of Government Employees (PAGE) negotiated
a Collective Bargaining Agreement (the “Agreement”). The Agreement was reduced to writing,
signed by the parties, and enacted by Ordinance. The Agreement includes a provision that allows
the City to extend the contract for two successive one-year terms. In 2020, the City exercised its
right to extend the contract for the first one-year term. Article 32, Term of Agreement, provides
that the decision to extend the term of the Agreement for the second one-year term shall be made

by the City Council on or before the 15 day of March 2021. The extended term of the Agreement
through 2022 was approved and included a wage increase of .84% for PAGE bargaining Unit
employees.
The calculation of the .84% wage increase was based upon the then current 12 month increase
of 1% in the CPI (January of 2020 through January of 2021, Denver-Aurora-Lakewood, CO, urban
wage earners and clerical workers). Since such time, however, the cost of living has increased
substantially due to inflationary pressures in the economy and the City has experienced historic
growth in City revenues. The current 12 month increase in the CPI for September 2020 through
September 2021 is 5.7%.
In recognition of those changes and for the benefit and promotion of employee relations and
retention, the Amendment to Collective Bargaining Agreement is proposed. The Amendment
provides for a 2.5% increase over the amount set by Ordinance establishing the 2021 pay levels
for the 2022 calendar year for all Pueblo Association of Government Employee classifications
instead of the previously approved increase of .84%.
FINANCIAL IMPLICATIONS:
If approved, Pueblo Association of Government Employee classification salary ranges would be
increased by 2.5% percent with a cost of approximately $381,200.77 (including associated salary-
related benefits) effective January 1, 2022.
This represents an increase of $229,211.74 from that previously approved by City Council in
March of 2021.
This does not represent additional budget dollars for 2022. The full cost of the 2.5% pay increase
was included in Mayor’s proposed 2022 budget which was approved by City Council on November
29, 2021.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable to this Ordinance.
STAKEHOLDER PROCESS:
The proposed amended wage increase was approved by the Pueblo Association of Government
Employees per the executed “Amendment to Collective Bargaining Agreement” attached to this
ordinance.
ALTERNATIVES:
If the City Council shall fail to approve this amendment to the Agreement, the parties would revert
back to implementing the previously City Council approved wage increase of .84% effective
January 1, 2022.
RECOMMENDATION:
City Administration recommends approval of this ordinance.

AMENDMENT TO COLLECTIVE BARGAINING AGREEMENT
This Amendment to Collective Bargaining Agreement ("Amendment") is executed this
2143'day of Ec Em 8C , 2021, by and between the City of Pueblo, a municipal
corporation (hereinafter referred to as the "City") and Pueblo Association of Government
Employees(hereinafter referred to as the "Union").
WHEREAS, the City and the Union are parties to a Collective Bargaining Agreement
ending December 31, 2022 (the "Labor Agreement"); and
WHEREAS,pursuant to the terms of the Labor Agreement and for calendar year 2022,the
monthly pay rate for each class, grade, step or position of employees covered by this Agreement
was to be increased over the amount set by Ordinance establishing the 2021 pay levels by .84% as
calculated in accordance with Section 15.1 of the Labor Agreement.
WHEREAS, based upon the extremely unique circumstances presently existing including
but not limited the substantial increase in inflation and the historic growth in City revenues, the
City has voluntarily agreed to the wage increase as set forth herein and for the benefit and
promotion of employment relations and retention.
NOW, THEREORE, in consideration of the foregoing and the mutual promises contained
herein,the parties agree as follows:
1. For calendar year 2022,the monthly pay rate for each class, grade, step or position
of employees covered by this Agreement shall be increased by two and one-half percent (2.5%)
over the amount set by Ordinance establishing the 2021 pay levels instead of.84%.
2. Except as modified by this Amendment, the Labor Agreement shall remain in full
force and effect.
3. Each person signing this Amendment on behalf of a party represents and warrants
that he or she has the requisite power and authority to enter into, execute and deliver this
Amendment on behalf of such party and that this Amendment is a valid and legally binding
obligation of such party enforceable against it.
