PL2001 INTO THE I-25 GATEWAY DILLON BRIDGE ART PROJECT, PROJECT NO. PL1801, ACCEPTING CONTRIBUTIONS FROM THE RAWLINGS FOUNDATION, PUEBLO ROTARY 43, VIDMAR FOUNDATION, CAROLYN JACKSON, ANDREA ARAGON AND DARREN SMITH, AND RAY BAKER TOTALING $36,000, AND BUDGETING AND APPROPRIATING SAID FUNDS IN THE AMOUNT OF $102,260 INTO THE I-25 GATEWAY DILLON BRIDGE ART PROJECT, PROJECT NO. PL1801 AND AUTHORIZING THE ACCEPTANCE OF FUTURE DONATIONS TO SAID PROJECT TO BE BUDGETED AND APPROPRIATED INTO PROJECT NO. PL 1801 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds in the amount of $66,260 are hereby transferred from Project No. PL2001 into Project No.PL1801, and budgeted and appropriated for said Project. SECTION 2. Contributions from the following entities and individuals totaling $36,000 are hereby accepted and budgeted and appropriated into Project No. PL 1801: Rawlings Foundation $10,000 Pueblo Rotary 43 $ 7,000 Vidmar Foundation $ 8,000 Carolyn Jackson $ 2,500 Andrea Aragon and Darren Smith $ 1,000 Ray Baker $ 7,500 SECTION 3 All current and future donations to the I-25 Gateway Dillon Bridge Art Project shall be accepted under this Ordinance and shall be budgeted and appropriated into Project No. PL1801 by the Finance Department. SECTION 4 The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 5. This Ordinance shall become effective immediately upon final passage and approval. Action by City Council: Introduced and initial adoption of Ordinance by City Council on December 13, 2021. PL1801 AND AUTHORIZING THE ACCEPTANCE OF FUTURE DONATIONS TO SAID PROJECT TO BE BUDGETED AND APPROPRIATED INTO PROJECT NO. PL 1801 SUMMARY: This Ordinance authorizes the transfer of the remaining unexpended funds of $66,260 from the Pope Block Building West Remodel Project, PL2001 into the I-25 Gateway Dillon Bridge Art Project, PL1801 and accepts donations from six contributors totaling $36,000. The Ordinance also budgets and appropriates these funds totaling $102,260 into I-25 Gateway Dillon Bridge Art Project, PL1801. PREVIOUS COUNCIL ACTION: City Council has previously approved Ordinance No. 9229, February 12, 2018; Ordinance No. 9408, February 13, 2019; Ordinance No. 9445, April 22, 2019; Ordinance 9489, June 24, 2019; Ordinance 9541, September 9, 2019; Ordinance 9552, September 23, 2019; Ordinance 9664, February 24, 2020; Ordinance 9688, March 23, 2020 and Ordinance 9871, January 25, 2021, cumulatively budgeting and appropriating funds totaling $749,500 into the I-25 Gateway Dillon Bridge Art Project, PL1801. BACKGROUND: This Ordinance authorizes the transfer of the remaining unexpended funds of $66,260 from the Pope Block Building West Remodel Project, PL2001 into the I-25 Gateway Dillon Bridge Art Project, PL1801 and accepts donations from six contributors totaling $36,000. The Ordinance also budgets and appropriates these funds totaling $102,260 into I-25 Gateway Dillon Bridge Art Project, PL1801. The transfer of funds between projects and the acceptance of the contributions will allow for the west sculpture to be completed at the I-25 Dillon Bridge and the completion of the sculpture replicas within the Historic Arkansas Riverwalk Project. The contributions for the Project have been provided by the following entities and individuals: Rawlings Foundation $10,000 Pueblo Rotary 43 $ 7,000 Vidmar Foundation $ 8,000 Carolyn Jackson $ 2,500 Andrea Aragon and Darren Smith $ 1,000 Ray Baker $ 7,500 With the transfer of funds from the Pope Block Building West Remodel Project, PL2001, can be closed by the Finance Department. The City has already bid the improvements for the completion of the sculptures at the Dillon Bridge and have awarded the project to HW Houston. The contract is in place for the completion of the installation of the remaining sculpture and replicas. FINANCIAL IMPLICATIONS: Funds will be transferred from Pope Block Building West Remodel Project, PL2001 in the amount of $66,260 into the I-25 Dillon Bridget Project, PL1801. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: The City will not be able to complete the purchase and placement of the west sculpture of the Gateway to the Southwest Art Project on the I-25 Dillon Bridge, as well as complete the work on the Gateway to the Southwest Art Project replicas within the Historic Arkansas Riverwalk Project.
