AN ORDINANCE ESTABLISHING PROJECT ACCOUNT
CI2121 – CONSTRUCT WEST 18TH STREET EXTENSION
AND BUDGETING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $1,300,000 FROM THE UNAPPROPRIATED
GENERAL FUND BALANCE TO SAID PROJECT ACCOUNT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.

Project Account CI2121 – Construct W. 18 Street Extension is hereby
established.
SECTION 2.
Funds in the amount of $1,300,000.00 are hereby budgeted and appropriated into

Project Account CI2121 – Construct W. 18 Street Extension from the unappropriated
General Fund balance.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts
consistent with this Ordinance to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

The attached Ordinance will establish a new project account CI2121 – Construct W. 18 Street
Extension and budget and appropriate $1,300,000.00 from the unappropriated General Fund
balance to said project account.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:

West 18 Street extends from Pueblo Boulevard on the west to Mineral Palace Park at its
easternmost end. It is not, however, a through street as there are two breaks in continuity along
th
the route. One of the breaks occurs as W. 18 Street approaches the campus of the Colorado
Mental Health Institute at Pueblo. The other is a two-block stretch to the west of Chavez-Huerta
K-12 Preparatory Academy between Perry Avenue and Spaulding Avenue. This project will
complete construction of the missing section between Perry Avenue and Spaulding Avenue,
providing improved transportation network connectivity through Pueblo’s west side, spurring
development, and improving response times for emergency responders that may be dispatched
to the area. The project scope will include civil work required to install utilities, sidewalk, curb, and
gutter, and build the roadway.
FINANCIAL IMPLICATIONS:
The estimated project cost (including contingency) is approximately $1,300,000.00. Funds for
the project will be provided from the existing unappropriated General Fund balance. Other cost
impacts to the City that will result from implementation of the project include ongoing expenses
related to operation and maintenance of the roadway.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
The Public Works Department has coordinated with local stakeholders including Chavez-Huerta
K-12 Preparatory Academy and local developers in planning and scoping the project. Engineering
design support for the project is being provided by these stakeholders at no cost to the City.
ALTERNATIVES:
If this Ordinance is not approved, the project will not be completed.
RECOMMENDATION:
Recommend approval of the Ordinance.
