AN ORDINANCE AMENDING THE FISCAL YEAR 2021
STAFFING ORDINANCE BY ADDING A POSITION FOR
TRAINING PURPOSES WITHIN THE WASTEWATER
DEPARTMENT
WHEREAS it is necessary to revise the positions for the ultimate efficiency and
functionality for the City’s Wastewater Department; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “Wastewater Administration” “of Ordinance No. 9852,
being the 2021 Staffing Ordinance, is amended as follows:
The following positions shall be authorized for FY 2021:
Wastewater Administration
Director of Wastewater 1
Accountant II 1
Senior Office Assistant 1
Regulatory Compliance Specialist 1
WW Accounting Specialist 1

SECTION 2.
Effective December 1, 2021, the position titled Wastewater Accounting Specialist
identified above in Section 1 shall be abolished and the 2021 Staffing Ordinance shall be
amended as follows:
Wastewater Administration
Director of Wastewater 1
Accountant II 1
Senior Office Assistant 1
Regulatory Compliance Specialist 1

SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Ordinance to implement and transactions described therein.
SECTION 4.
This Ordinance shall be deemed to amend the Fiscal Year 2021 Budget and staffing with
respect to the number and allocation of positions within the City’s Wastewater Department and
shall become effective on the date of final action by the Mayor and City Council.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2021 STAFFING ORDINANCE
BY ADDING A POSITION FOR TRAINING PURPOSES WITHIN THE
WASTEWATER DEPARTMENT
SUMMARY:
The Wastewater Department requests to temporarily increase the staffing level of the department
by one (1) full time equivalent (FTE) for training purposes. The classification shall be Accountant
II. The existing FTE of Wastewater Accounting Specialist shall be abolished upon the anticipated
resignation of the current incumbent anticipated on November 30, 2021.
PREVIOUS COUNCIL ACTION:
On December 28, 2020, Ordinance No. 9852 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2021.
BACKGROUND:
The Wastewater Accounting Specialist has announced plans to resign effective November 30,
2021. There is no mechanism in ordinance to allow for temporary overfilling of a position in order
to facilitate critical training and transition activities. Therefore, the Wastewater Director requests
the addition of an Accountant II FTE on a temporary basis to accomplish necessary training. It is
anticipated that the position requested by this ordinance will be filled on or around November 9,
2021 and will be trained for the remainder of November on job duties that will be assigned.
When the upcoming vacancy of the Wastewater Accounting Specialist became known, a review
of the duties of the position and what would be assigned moving forward were reviewed
collaboratively with Finance and Wastewater leadership, it was determined that a downgrade of
the classification of the position to an Accountant II classification is appropriate. This change in
classification better reflects the duties assigned to the position and provides internal equity from
a City-wide classification perspective.
It is further requested that the Wastewater Accounting Specialist FTE be abolished upon
separation of the current Incumbent via resignation. This request is therefore staffing neutral
once the resignation and abolishment occurs.
FINANCIAL IMPLICATIONS:
Funding for the wages and benefits for the Accountant II position will come from the Wastewater
Utility Enterprise Fund and can be covered by the department’s existing budget. Therefore, no
additional funding is required. The cost for two weeks of additional salary is approximately
$1,052.40.
Once the Wastewater Accounting Specialist FTE is abolished, salary savings of no less than
$2,104.8 will be realized on a monthly basis moving forward.

ALTERNATIVES:
The no action alternative would be to retain the current classification level of the vacancy which
is less desirable with respect to classification consistency across the City’s finance functions and
would eliminate the opportunity to train the newly hired Accountant II on the critical financial
activities of the Wastewater Department.
RECOMMENDATION:
Approval of the Ordinance.
