AN ORDINANCE APPROVING AND ACCEPTING A DONATION
OF FUNDS TO THE CITY OF PUEBLO AND PUEBLO POLICE
DEPARTMENT RELATING TO THE WELLBORN LIVING
TRUST’S GIFT OF $30,555.46 TO PROJECT NUMBER CO4789
– PUEBLO POLICE DEPARTMENT K9 UNIT FUND
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The donation of funds from the Sherman P. & Shirley A. Wellborn Living Trust (“Wellborn
Living Trust”) to the Pueblo Police Department, in the sum of $30,555.46, is hereby accepted and
approved. The funds shall be accepted into Project Number CO4789 – Police Department K9
Unit Fund.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Ordinance and the attached letter to implement the transactions described
therein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance approves and accepts a donation of funds from the Sherman P. & Shirley A.
Wellborn Living Trust (“Wellborn Living Trust”) to the Pueblo Police Department (“PPD”) in the
amount of $30,555.46. The monies will be a contribution to the Police Department’s K9 Unit Fund
for the training, support, and placement of Service Dogs.
PREVIOUS COUNCIL ACTION:
City Council has routinely approved the donation to and receipt of donated funds from other
agencies.
BACKGROUND
The City of Pueblo Police Department is seeking approval to receive a donation in the amount of
$30,555.46 from the Wellborn Living Trust for the training, support, and placement of Police
Service Dogs. The above funds will be used to purchase a multipurpose police K9, which will be
used for narcotic searches, tracking, and bite work in the performance of patrol duties. The
monies will be used to outfit the K9 with needed equipment, outfit the handler, train both the K9
and the handler and assist in the upkeep of the K9. Currently the City of Pueblo does not have a
multipurpose K9, this K9 would be used in the detection of narcotics in and around the City of
Pueblo, used to track suspects, and will be used to assist in the apprehension of violent suspects.
FINANCIAL IMPLICATIONS:
None. The donation will allow the Pueblo Police Department to utilize the $30,555.46 donation
from the Wellborn Living Trust for a Multipurpose Police K9. This donation will result in the PPD
being able to use department funds for other purposes.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If City Council does not approve this Ordinance, the donated money will not be accepted. The
PPD will not be able to use the funds to support the K9 Unit.
RECOMMENDATION
The Pueblo Police Department recommends the approval of this Ordinance.
