HomeMy WebLinkAbout10009 ORDINANCE NO. 10009 AN ORDINANCE ESTABLISING PROJECT BC2101 – FUTURE TRANSIT A&M FACILITY AND BUDGETING AND APPROPRIATING $1,019,580 FROM THE GENERAL FUND UNAPPROPRIATED FUND BALANCE TO PROJECT NUMBER BC2101 . WHEREAS, Pueblo Transit has the need for a new facility as the current facility at 350 Alan Hamel has outlived its useful life and has surpassed all useful vehicle storage capabilities; and WHEREAS, Pueblo Transit did not expend the budgeted transfer amount in 2020 due to additional CARES act grant funding; and WHEREAS, at the close of the 2020 budget year, the additional budgeted transfer amount from 2020 reverted to the General Fund unappropriated fund balance: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. Project No. BC2101-Future Transit A&M Facility is hereby established. SECTION 2. Funds in the total amount of $1,019,580.00 shall be budgeted and appropriated into said project. SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance in order to implement the transactions described therein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Marisa Stoller, City Clerk FROM: Benjamin Valdez, Transit Director SUBJECT: AN ORDINANCE ESTABLISING PROJECT BC2101 – FUTURE TRANSIT A&M FACILITY AND BUDGETING AND APPROPRIATING $1,019,580 FROM THE GENERAL FUND UNAPPROPRIATED FUND BALANCE TO PROJECT NUMBER BC2101 SUMMARY: The remaining City match funds, stated above, were returned to the General Fund at the close of 2020 budget year, as they were savings by the use of the 2020 5307 Cares Grant and needs to be transferred and budgeted and appropriated into Project No. BC2101 Future Transit A&M Facility. PREVIOUS COUNCIL ACTION: Council has previously approved An Ordinance Approving and Authorizing the Execution of FY2020 Federal 5307 Grant Agreement, FY2020 Federal 5307 ER Grant Agreement, and FY2020 Federal 5307 Cares Grant Agreement Between the City of Pueblo and the United States of America, Department of Transportation, Federal Transit Administration City staff presentation at the September 21, 2020 Work Session with respect to Future Transit Administrations and Maintenance and Facility (“Transit A&M Facility”). City Staff Presentation at the August 16, 2021 Work Session with respect to these funds and the Future Transit Administration and Maintenance Facility (Transit A&M Facility) BACKGROUND: The City’s 2020 Transit match was budgeted in the amount of $2,315,788.00 for fiscal year 2020. In response to COVID-19, the federal government made additional funds available for transit agencies. The Grant Agreements presented by previous Ordinance covers the operations of Pueblo Transit for fiscal year 2020 but at a much lower match requirement ($432,289.00) based on such federal funding provided in response to COVID-19. The difference between the budgeted match of $2,315,788.00 and the actual match used ($1,094,930.43) is approximately $1,019,580.00. The Administration is requesting that said amount of $1,019,580.00 be set aside in Project Number BC2101 and budgeted and appropriated for funding the Future Transit A&M Facility. FINANCIAL IMPLICATIONS:  Total FY2020 saved City match in the amount of $1,019,580.00 shall be budgeted and appropriated into Project No. BC2101 Future Transit A&M Facility. BOARD/COMMISSION RECOMMENDATION: Pueblo Transit Board recommends approval. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The alternative shall this Ordinance not pass, the City of Pueblo will be responsible for all expenses incurred in FY 2021. RECOMMENDATION: Approval of the Ordinance.
