A RESOLUTION AWARDING AN AGREEMENT FOR
PROFESSIONAL DESIGN SERVICES IN THE AMOUNT OF
$69,921 TO SHORT ELLIOTT HENDRICKSON, INC. A
COLORADO CORPORATION, FOR PROJECT NO. 21-053
ENGINEERING DESIGN SERVICES FOR MEL HARMON
DRIVE BRIDGE OVERLAY PROJECT NO. HU1802 AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, proposals for Project No. 21-053 Engineering Design services for
engineering consulting services for Mel Harmon Dr. Bridge Rehabilitation, have been
received and examined;
WHEREAS, the proposal of Short Elliot Hendrickson, Inc., of Pueblo, Colorado
was determined to be the most advantageous to the City, and in the best interest of the
City, based on the evaluation factors set forth in the Request for Proposals; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council authorizes Project No. 21-053 Engineering Design services for the
Mel Harmon Dr. Bridge Rehabilitation to be performed, and contract for said project is
hereby awarded to Short Elliot Hendrickson, Inc., of Pueblo, Colorado, in the amount of
$69,921.00.
SECTION 2.
Funds for said Agreement shall be HU1802 – Mel Harmon Drive Bridge Overlay
and Rehabilitation.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts
consistent with this Resolution to implement the policies and procedures described
herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards an Agreement for Professional Design Services to Short Elliott
Hendrickson, Inc. for engineering design services for improvements to the Mel Harmon Bridge.
SEH, Inc was determined to be the most responsible bidder and will be awarded a contract in the
amount of $69,921.00.
PREVIOUS COUNCIL ACTION:
Ordinance 9618, dated December 23, 2019, approved an agreement with CDOT, accept grant
funds from FHWA, and appropriating those funds into finance project account No. HU1802 – Mel
Harmon Drive Bridge Overlay and Rehabilitation.
Ordinance 9205, dated November 27, 2017, adopted the City of Pueblo 2018 Budget, which
budgeted $150,000 for Mel Harmon Drive Bridge Overlay and Rehabilitation project (HU1802).
Ordinance 9373, dated November 26, 2018, adopted the City of Pueblo 2019 Budget, which
budgeted an additional $300,000 for the same project.
BACKGROUND:
The Mel Harmon Drive Bridge was constructed in 1976. It spans Pueblo Mall Drive and Union
Pacific Railroad tracks. Recent bridge inspection reports have recommended that rehabilitation
shall include the following tasks to preserve the structure: Resurface the bridge deck, address
settlement issues/mud jack slope pavement; remove and replace noncompliant bridge railing,
modify approach rails, remove and replace damaged curb and gutter and sidewalk, remove
vegetation, etc.
In 2018, the City was awarded a grant from the FHWA in the amount of $418,701 to aid in the
rehabilitation of this bridge.
In August 2021, the City of Pueblo solicited Requests for Proposals (RFP 21-053) for engineering
consulting services for Mel Harmon Dr. Bridge Rehabilitation. Two (2) civil engineering firms
provided a proposal for the work. City Staff provided evaluations of the proposals using fee
schedule, statement of qualifications, project approach and time frame evaluation criteria. Upon
compilation of staff evaluations, SEH, Inc was then chosen as the most responsible bidder.
FINANCIAL IMPLICATIONS:
Funding in the amount of $69,921 will be paid from HU1802 – Mel Harmon Drive Bridge Overlay
and Rehabilitation.

STAKEHOLDER PROCESS:
Not Applicable to this Resolution.
ALTERNATIVES:
Denial of this Resolution will result in the City being unable to proceed Mel Harmon Dr Bridge
rehabilitation.

Approval of the Resolution.
